  1. Approve and authorize Chair to sign an agreement between Plumas County Behavioral Health and Department of Health Care Services multi-year County Performance Contract. The County must meet certain conditions and requirements to receive State and Federal Funding as outlined in this County Performance Contract, effective July 1, 2026; approved as to form by County Counsel.
  2. Approve and authorize Chair to sign an agreement between Plumas County Behavioral Health<span style="color: rgb(124, 112, 107);"> </span><span style="color: rgb(0, 0, 0);">and Liberty Chevrolet and Selma Nissan from Selma Auto Mall </span><span style="color: rgb(0, 0, 0);">for the fixed asset purchase of two vehicles one 2023 Chevrolet Trailblazer $29,543.60 second is a 2025 Chervrolet Equinox $32,033.98</span><span style="color: rgb(124, 112, 107);">; </span><span style="color: rgb(0, 0, 0);">total not to exceed $80,000.00</span><span style="color: rgb(124, 112, 107);"> </span><span style="color: rgb(0, 0, 0);">(No General Fund Impact) State Funds Mental Health Services Act as approved in FY 2025/26 recommended budget 7057152/541500 approved as to form by County Counsel; discussion and possible action.   3. <strong>11:00AM TIME CERTAIN - <u>PUBLIC HEARING:</u> </strong>Papanos General Plan Amendment and Zone Change (GPA 3-23/24-01); 24158 Highway 70, Twain; Assessor Parcel Number (APN) 002-410-018-000; Resolution approved as to form by County Counsel to find the California Environmental Quality Act (CEQA) does not apply because it is a project that is recommended to be disapproved and deny GPA 3-23/24-01 based on evidence in the record, with findings, that the proposed project does not comply and is inconsistent with 2035 Plumas County General Plan policies. Roll call vote
  4. Approve and authorize Chair to sign amendment no. 1 to agreement between Plumas County and Michael Baker International, Inc., a Pennsylvania corporation, for a modification of scope of work and compensation, not to exceed $135,000; No General Fund Impact, Department of Housing and Community Development (HCD) 2022 Community Development Block Grant Greenville Economic Development, Standard Agreement 22-CDBG-ED-30048; approved as to form by County Counsel.
  5. <span style="color: rgb(0, 0, 0);">Approve and authorize Chair to sign amendment no. 4</span><span style="color: rgb(0, 0, 0);" data-pasted="true"> </span><span style="color: rgb(0, 0, 0);">to agreement between Plumas County Farm Advisor (Cooperative Extension) and The Regents of the University of California for Community Education Specialist II (4-H); (General Fund Impact) ($19,865.00); approved as to form by County Counsel.
  6. Approve and authorize Chair to sign amendment no. 1 to the agreement between Plumas County Public Health Agency and True North Psychology Center, Inc., which provides counseling services for the Public Health Agency Home Visiting clients; (No General Fund Impact) (Realignment); approved as to form by County Counsel.
