  1. Approve and authorize Chair to sign Amendment No.14 to agreement between Plumas County Public Works and MGE Engineering, Inc. to provide resident engineer services for the Beckwourth-Calpine Road (A23) Pavement Rehabilitation Overlay Project; (No General Fund Impact) (Road Funds); approved as to form by County Counsel.
  2. Approve and authorize Chair to sign Amendment No.12 to agreement between Plumas County Public Works and MGE Engineering, Inc. to provide resident engineering services; (No General Fund Impact, federally funded through the State Transportation Improvement Program (RPSTPL); approved as to form by County Counsel.
  3. Approve and authorize Chair to sign an agreement between Plumas County Child Abuse and Prevention Council and Elizabeth Hadley appointing Elizabeth Hadley as a member of the Child Abuse Prevention (CAP) Council, effective September 15, 2026; (No General Fund Impact); approved as to form by County Counsel.
  4. Approve and authorize Chair to sign Amendment No. 2<span style="color: rgb(124, 112, 107);"> </span>to the agreement between Plumas County and Renne Public Law Group for labor and employment matters, increasing the compensation from $30,000.00 to $50,000.00; (General Fund Impact, an additional $20,000.00); approved as to form by County Counsel.
  5. Approve and authorize Chair to sign First Amendment to agreement between Plumas County Behavioral Health and Jackson & Coker Locum Tenens telehealth for an hourly fee increase from $300.00 to $315.00 per hour for medical review services; (No General Fund Impact) (State and Federal Funds); <strong>not approved as to form by County Counsel</strong>; discussion and possible action.
  6. Approve and authorize Chair to sign First Amendment to agreement between Plumas County Behavioral Health and <span style="margin-left:0in;">Dr. Kwame Buabeng, setting requirements of 20 hours per week for psychiatric evaluations; (No General Fund Impact) (Federal and State funds); approved as to form by County Counsel.
  7. Adopt <strong>RESOLUTION</strong> to Authorize the Plumas County Librarian to Execute the Grant Funding Agreement CLLS26-62<strong> </strong>; (General Fund Impact) as approved in<span style="color: rgb(0, 0, 0);"> FY26/27 preliminary adopted</span><span style="color: rgb(0, 0, 0);"> budget (20675 / 44292);</span> approved as to form by County Counsel; discussion and possible action.   8. Approve and authorize Chair to ratify and sign an agreement between Plumas County Sheriff's Office and GeoComm (911 Next Gen services); effective 09/15/2026; not to exceed $49,500; (No General Fund Impact) (Funds provided by CAL OES 9-1-1 Branch); approved as to form by County Counsel; discussion and possible action.
  9. Approve and authorize Beckwourth CSA to pay Jet Plumbing a non-contract invoice in the amount of $2,080 and Plumas Sanitation a non-contract invoice in the amount of $18,000; (No General Fund Impact); discussion and possible action.
  10. Approve and authorize Plumas County Behavioral Health to pay Fremont Hospital Inc. a non-contract invoice in the amount of $17,657.79 for out of county placement; (No General Fund Impact) (State and Federal Funds); discussion and possible action.
  11. Consider drafting and sending a letter on behalf of Plumas County in support of AB 1383 (modifies the Public Employees' Pension Reform Act (PEPRA) of 2012 to improve retirement security and address critical recruitment and retention challenges for first responders); discussion and possible staff direction to prepare such letter.
  12. California State Association of Counties - select a Delegate and Alternate for the 2026-2027 CSAC Board of Directors; currently Supervisor Hall (Primary), and Supervisor Goss (Alternate); discussion and possible action.
  13. <strong><u>PUBLIC HEARING 10:00AM</u></strong> - District Attorney Department Budget: The Board of Supervisors will open a public hearing on the FY 2026/2027 County Budget.   14. Adjourn as the Beckwourth County Service Area Governing Board

  21. <span style="margin-left:0in;">Adopt <strong>RESOLUTION</strong> of Intention of the Board of Supervisors of the County of Plumas directing the Planning Department to work with County Counsel to address the issue of providing economic development and viability in the unincorporated areas of Plumas County and bring back a recommendation for Board consideration; (General Fund Impact); as approved in FY26/27 Planning Department preliminary adopted budget, staff time/regular wages (20490/5100); discussion and possible action; approved as to form by County Counsel.   22. Approve and authorize the Chair to waive fees for the Quincy Chamber of Commerce for use of Courthouse property to conduct a safe Trick or Treat event; (General Fund Impact) ($80.00 lost revenue).
  23. Weekly report by Board members of meetings attended, key topics, project updates, standing committees and appointed Boards and Associations
  24. <strong><u>11:00 AM - PUBLIC HEARING:</u></strong> Pursuant to AB 2561, agencies are required to annually present the status of vacancies, recruitment, and retention efforts at a public hearing prior to the adoption of their annual budget; discussion and possible action.
