  1. Approve and authorize Chair to ratify and sign an agreement between Plumas County and Christopher Parkhurst and Associates to provide Public Defender attorney services upon court order; effective August 29, 2026; not to exceed $9,887.98 per month; (General Fund Impact) as approved in FY26/27 preliminary adopted budget (20320 Public Defender/ 526900 Contracts); approved as to form by County Counsel; discussion and possible action.
  2. Approve and authorize Chair to ratify and sign a 3-year agreement between Plumas County Facility Services & Airports and DBT Transportation, LLC for tri-annual Automated Weather Observation Systems (AWOS) inspections, maintenance, and repair; effective July 1, 2026; not to exceed $71,694.00; No General Fund Impact; 20891/520900; approved as to form by County Counsel.
  3. Approve and authorize Chair to ratify and sign an agreement between Plumas County Behavioral Health and Plumas County Public Health Agency for Primary Prevention services; effective July 1, 2026; not to exceed $110,078.00 each fiscal year until June 30, 2028; (No General Fund Impact) Substance Use Block Federal Grant; approved as to form by County Counsel.
  4. Approve and authorize Chair to ratify and sign an agreement between Plumas County Behavioral Health and Plumas Rural Services Prevention Program for girls and nonbinary youth; effective July 1, 2026; not to exceed $30,000.00 each fiscal year until June 30, 2029 (No General Fund Impact) Behavioral Health Services Act; approved as to form by County Counsel.
  5. Approve and authorize Chair to sign amendment no. 1 to agreement between Plumas County Probation and Redwood Toxicology Laboratory, Inc. a California Corporation, due to changes in the product line; General Fund Impact of $12,000.00 remains unchanged, as approved in FY26-27 preliminary adopted budget; approved as to form by County Counsel; discussion and possible action.
  6. Approve and authorize Chair to sign an agreement between Plumas County Public Works and A-1 Radiator Repair for maintenance and repairs on Public Works heavy equipment; not to exceed $15,000.00; (No General Fund Impact); Road Funds; approved as to form by County Counsel.
  7. <span style="color: rgb(0, 0, 0);">Approve and authorize Chair to sign amendment no. 1 to agreement between Plumas County Facility Services and Airports and Avery's Excavation Inc. for additional asphalt overlay at Gansner Park; (General Fund Impact) not to exceed $40,000, as approved in the FY26/27 preliminary adopted budget; approved as to form by County Counsel.
  8. Approve and authorize Chair to sign an agreement between Plumas County Department of Social Services and UBEO West, LLC for a 3-year photocopier lease, maintenance services and materials, effective August 15, 2026; not to exceed $49, 599.00; (No General Fund Impact) State and Federal funds; approved as to form by County Counsel.
  9. <span style="color: rgb(0, 0, 0);">Approve and authorize Chair to sign an agreement between Plumas County and Winner Chevrolet for the fixed asset purchase of one (1) fully up-fitted, unmarked Chevrolet Tahoe; total not to exceed $75,000;(No General Fund Impact) AB443 funds (70331/541500-small rural law enforcement funds); as approved in the FY 26/27 preliminary adopted budget; approved as to form by County Counsel; discussion and possible action. Four/fifths roll call vote
  10. Approve and authorize Chair to ratify and sign an agreement between Plumas County Behavioral Health and Granite Wellness Centers; focusing on coordination of Substance Use Disorder care to assist beneficiaries in accessing medical, rehabilitation, coping skills, recovery skills, personal responsibility, and reintegration. Effective July 1, 2026, not to exceed $40,000.00; (No General Fund Impact) Federal Substance Use Block Grant; approved as to form by County Counsel.
  11. <span style="color: rgb(0, 0, 0);">Approve and authorize Chair to sign an agreement between Plumas County </span><span style="color: rgb(0, 0, 0);" data-pasted="true">Office of Emergency Services</span><span style="color: rgb(0, 0, 0);"> and Union Pacific Railroad Company, effective 09/01/2026; not to exceed $3000.00 for the first 12 months with an annual increase by 3% over the preceding years fee for the following 4 years; General Fund Impact as approved in FY26/27 preliminary adopted budget 20470 / 523804; approved as to form by County Counsel.
  12. Approve and authorize Chair to ratify and sign an agreement between Plumas County Behavioral Health and Progress House, Inc., focusing on coordination of Substance Use Disorder care to assist beneficiaries in accessing medical, rehabilitation, coping skills, recovery skills, personal responsibility, and reintegration. Effective July 1, 2026, not to exceed $40,000.00; (No General Fund Impact) Federal Substance Use Block Grant; approved as to form by County Counsel.
  13. <strong><u>11:00AM TIME CERTAIN - CONTINUED PUBLIC HEARING</u>: </strong>Adopt a <strong>RESOLUTION </strong>and an <strong>ORDINANCE </strong>of the County of Plumas, State of California, first introduced on August 18, 2026, known as Code Amendment CA 2-25/26-02, amending and adding to Plumas County Code Title 9 Planning and Zoning, Chapter 2 Zoning, Article 41. - Telecommunications, Sec. 9-2.4105, Exemptions, Subsection (h); Sec. 9-2.4106, Permits Required, Subsection (a); Sec. 9-2.4107, Permit Application Review And Terms, Subsection (h); and Sec. 9-2.4109, Facility Design Standards, Subsections (a), (b), and (d); approved as to form by County Counsel; discussion and possible action.
