1. Adopt a resolution to approve the Altamont Settlement Agreement Education Advisory Board's $617,625 Expenditure Plan for Fiscal Year 2026/2027
2. Authorize the City Manager to enter into an Amended and Restated Fee Collection Agreement with Alameda County Flood Control and Water Conservation District, Zone 7
3. Authorize the City Manager to enter into the first amendment to the professional services agreement with Carlson Management, Inc. for staff augmentation and construction management services for an additional $187,500, revising the total not-to-exceed amount to $470,000, and extending the term of the agreement through December 2026
4. Adopt a resolution approving the 10-year Alameda County Transportation Commission Master Programs Funding Agreement for Measure BB and Vehicle Registration Fees and the one-year Master Programs Funding Agreement for Measure B, and authorize the City Manager to execute the agreements
5. Authorize the City Manager to enter into an Energy Services Agreement with Climatec for Comprehensive Facility Improvements: Energy Efficiency and Resilience to develop an<em> </em>Energy Infrastructure Modernization Program
6. Authorize the City Manager to enter into a Maintenance and Trade Services Agreement with Tri-Signal Integration, Inc. for fire alarm maintenance, monitoring, inspection/testing, and repair services, in a total not-to-exceed amount of $440,000 for the remainder of fiscal year (FY) 2025/26 through FY 2028/29, with the option for two additional one-year extensions
7. Authorize the City Manager to enter into the third amendment to the professional services agreement with Carollo Engineers for disinfection byproduct mitigation services in the Kilkare service area, increasing compensation by $75,000 for a revised not-to-exceed amount of $1,074,750, and approve a budget amendment in the Water Capital Fund
8. Authorize the City Manager to enter into a Maintenance and Trade Services Agreement with Advanced Lighting Services, Inc. for light pole testing and replacement services, in a total not-to-exceed amount of $2,175,000 for the remainder of fiscal year (FY) 2025/26 through FY 2028/29, with the option for two additional one-year extensions
9. Authorize the City Manager to enter into a Subdivision Improvement Agreement with KL LB PROPCO IV-C LLC for Tract 8724 and adopt a Resolution of Summary Vacation for Excess Public Right of Way located on the east side of Thiessen Street
10. Approve plans and specifications; authorize an agreement with the Alameda County Fire Department for fuel management services for a not-to-exceed amount of $600,000; approve a Third Amendment with Sequoia Ecological Consulting, Inc. for $87,470, and extend the term to provide additional environmental services through construction; and adopt a resolution adopting the project-specific analysis and addendum to the California Vegetation Treatment Program Programmatic Environmental Impact Report for the Augustin Bernal Fuel Management (CIP No. 25783)
