1. Authorize the City Manager to negotiate and execute an agreement with Zone 7 Water Agency for the design, construction, and operation of a Regional Groundwater Development Project - Phase II and Phase III

Authorize the City Manager to sign the proposed side letter of agreement #1 amending the hazardous materials elements of the Memorandum of Understanding between the Livermore-Pleasanton Fire Department Joint Powers Authority and the International Association of Firefighters, Local 1974 with term ending June 30, 2029
3. Adopt Ordinance No. 2309 approving the Pre-Annexation and Development Agreement between the City of Pleasanton and 330 Land Company, LLC for the development of the Arroyo Lago residential project filed under Case Nos. P25-0115, P25-0116, P25-0118, PUD-154, and Tract 8423
4. Approve meeting minutes of July 7, 2026 and July 27, 2026 ​
5. Adopt Ordinance No. 2310 updating the Pleasanton Municipal Code Title 2 to modify the duties, frequency of meetings, and maintenance of membership for the Civic Arts, Human Services, Library, and Parks and Recreation Commissions, and modify the membership and meeting frequency for the Youth Commission
6. <span style="font-size: 14px; font-family: Arial, sans-serif; color: black;" data-pasted="true">Adopt a resolution 1) amending the General Plan land use designation for 1225 Hopyard Road and 4100 First Street from <em>Public and Institutional</em> (P&I) to <em>High Density Residential</em> (HDR), and 2) amending the Downtown Specific Plan land use designation for 4100 First Street from <em>Public</em> (P) to <em>High Density Residential (HDR)</em>; and introduce ordinances to re-zone a portion of each property to Planned Unit Development-High Density Residential (PUD-HDR), allowing up to 10 residential units on each property, as implementation of Housing Element Program 7.6.8</span>
7. Adopt Ordinance No. 2308 approving (1) initiation of proceedings for annexation (P25-0115), (2) General Plan amendments (P25-0116), (3) rezoning (P25-0118), (4) a Planned Unit Development (PUD-154) plan for residential development with related on- and off-site infrastructure, and (5) a Vesting Tentative Subdivision Map (Tract 8423) associated with the Arroyo Lago residential project
