- 3 a. Approve a Non-standard Agreement Between Owner and Engineer for Professional Services (Agreement), approved by the U.S. Department of Agriculture (USDA), between the County of Monterey (County) and the Wallace Group, a California Corporation (Wallace Group), for the Pajaro County Sanitation District (PCSD) Sewer Upgrades and Repair Project (Project); and b. Authorize the Director of Public Works, Facilities and Parks (PWFP) to execute the Agreement and associated documents and act as the Designated Representative for the County in processing all documentation to satisfy USDA requirements for the Agreement on behalf of the County of Monterey.

Award Traffic Striping and Signage (TSS) Job Order Contracts for a term of one year from the date signed by County of Monterey (County) with a maximum contract value of $2,000,000 to the following bidders: Specialized Pavement Marking, LLC for TSS 2026-01 and Chrisp Company for TSS 2026-02; b. Award Roads & Bridges (R&B) Job Order Contracts for a term of one year from the date signed by County with a maximum contract value of $6,402,606 to the following bidders: MGC Project Management, Inc. dba NorthLink Services for R&B 2026-01, Cato’s General Engineering, Inc. dba Cato’s Paving for R&B 2026-02, DRYCO Construction, Inc. for R&B 2026-03, The Don Chapin Co., Inc. for R&B 2026-04, A. Teichert & Son, Inc. dba Teichert Construction for R&B 2026-05 and Granite Construction Company for R&B 2026-06; c. Approve Professional Services Agreements with the following 16 contractors: Andrew Goodwin Designs dba AGD Architecture + Design; Calpo Hom & Dong Architects, Inc.; GHD Inc.; Interactive Resources, Inc.; Jayson Architecture P.C.; McCaslin & Associates Architects, Inc., dba MA Architects, Inc.; Mead & Hunt, Inc.; Nacht & Lewis Architects, Inc.; Nichols, Melburg & Rossetto AIA & Associates, Inc.; Sally Swanson Architects, Inc.; SSA Landscape Architects, Inc.; Studio 2G Architects, LLP; The KPA Group; Verde Design, Inc.; Wald, Ruhnke & Dost Architects, LLP; Whitson and Associates, Inc. dba Whitson Engineers; to provide on-call architectural and engineering design services for various projects located in the County of Monterey pursuant to Request for Qualifications (RFQ) #10983, with amounts not to exceed $5,000,000 each for a combined total of $80,000,000 for a term of three (3) years beginning October 1, 2026 to September 30, 2029, with the option to extend the term of each Agreement for up to two (2) additional years; b. Approve additional term extensions beyond the anticipated five (5) year term with no increase to the dollar amount or change in the scope of work, limited to project(s) initiated during the initial five (5) year term to allow continuity of services for active projects, subject to review and approval by the Office of the County Counsel; and c. Authorize the Director of Public Works, Facilities and Parks to execute the Professional Service Agreements and future amendments to each Agreement where the amendments do not increase the approved amount of each Agreement, subject to the review and approval as to form of any future amendments by the Office of the County Counsel.
