  2. 2 The Board of Supervisors welcomes you to its meetings, which are regularly scheduled each Tuesday. Your interest is encouraged and appreciated. Meetings are held in the Board Chambers located on the first floor of the Monterey County Government Center, 168 W. Alisal St., Salinas, CA 93901. As a courtesy to others, please turn off all cell phones and pagers prior to entering the Board Chambers. ALTERNATE AGENDA FORMATS: If requested, the agenda shall be made available in appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 USC Sec. 12132), and the federal rules and regulations adopted in implementation thereof. Individuals with a disability requiring a modification or accommodation, including auxiliary aids or services, in order to participate in the public meeting may make these requests to the Clerk of the Board Office. CEREMONIAL/APPOINTMENTS/OTHER BOARD MATTERS: These items may include significant financial and administrative actions, and items of special interest, usually approved by majority vote for each program. The regular calendar also includes “Scheduled Items,” which are noticed hearings and public hearings. CONSENT CALENDAR: These matters include routine financial and administrative actions, appear in the supplemental section by program areas, and are usually approved by majority vote. In order that all interested parties have an opportunity to speak, please be brief and limit your comments to the specific subject under discussion. Time limitations shall be at the discretion of the Chair, with equal time allocated to opposing sides of an issue insofar as possible. Allocated time may not be reserved or granted to others, except as permitted by the Chair. On matters for which a public hearing is required, please note that a court challenge to the Board’s action may be limited to only those issues raised at the public hearing or in correspondence delivered to the Board at or before the public hearing. TO ADDRESS THE BOARD DURING PUBLIC COMMENT: Members of the public may address comments to the Board concerning each agenda item and may comment when the Chair calls for general public comment for items that are not on the day's agenda. The timing of public comment shall be at the discretion of the Chair. DOCUMENT DISTRIBUTION: Documents related to agenda items that are distributed to the Board less than 72 hours prior to the meeting shall be available for public inspection at the Clerk of the Board Office, 168 W. Alisal Street, 1st Floor, Salinas, CA. Documents distributed to the Board at the meeting by County staff will be available at the meeting; documents distributed to the Board by members of the public shall be made available after the meeting. INTERPRETATION SERVICE POLICY: The Monterey County Board of Supervisors invites and encourages the participation of Monterey County residents at its meetings. Amend the County of Monterey Health Department’s Administration Bureau FY 2023-24 Adopted Budget (4000-001-HEA014-8438) to add seven (7.0) FTE Community Service Aide III (CSA III) positions, two (2.0) FTE Chronic Disease Prevention Coordinator (CDPC) positions, one (1.0) FTE Management Analyst II (MA II) position, one (1.0) FTE Project Manager II position, and one (1.0) FTE Principal Office Assistant (POA) position, as indicated in Attachment A, resulting in increased costs of $399,966 in FY 2023-24, and $1,413,663 in FY 2024-25, financed by a corresponding increase in revenue and charges for services (4/5ths vote required); and c. Amend the County of Monterey Health Department’s Public Guardian FY 2023-24 Adopted Budget (4000-001-8118-HEA008) to add one (1.0) FTE Deputy Public Guardian/Administrator/Conservator II (Deputy) position as indicated in Attachment A, resulting in increased costs of $43,598 in FY 2023-24, and of $174,391 in FY 2024-25, financed by a corresponding increase in revenue (4/5ths vote required); and d. Increase appropriations and estimated revenue by $3,958,171 in the County of Monterey Health Department’s Behavioral Health Bureau FY 2023-24 Adopted Budget (4000-023-HEA012-8410) (4/5ths vote required); and e. Increase appropriations and estimated revenue by $3,310,000 in the County of Monterey Health Department’s Clinic Services Bureau FY 2023-24 Adopted Budget (4000-001-HEA007-8592) (4/5ths vote required); and f. Authorize and direct the Auditor-Controller, and the County Administrative Office to incorporate these position and appropriations changes in the County of Monterey Health Department’s Behavioral Health Bureau FY 2023-24 Adopted Budget (4000-023-HEA012-8410); and g. Approve and authorize the Director or designee of the Department of Social Services to sign a Renewal and Amendment #3 to Agreement #5010-260 with Meals on Wheels of the Monterey Peninsula for Home and Community Based Services Senior Nutrition Infrastructure grant, retroactive to November 30, 2023, extending the term by nine (9) months, for a new term of July 1, 2022 through August 31, 2024 with no change to the contact amount of $1,366,222; and d. Approve and authorize the Director or designee of the Department of Social Services to sign a Renewal and Amendment #2 to Agreement #5010-257 with North County Recreation & Park District for Intergenerational Activities and Senior Nutrition Infrastructure, Home and Community Based Services (HCBS), Older Adults Recovery and Resilience (OARR), retroactive to November 30, 2023, extending the term by nine (9) months, for a new term of July 1, 2022 through August 31, 2024 with no change to the contact amount of $462,513; and e. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to these Agreements where the total amendments do not exceed 10% (Health Projects Center $28,877, Legal Services for Seniors $39,497, Meals on Wheels of the Monterey Peninsula $136,622 and North County Recreation & Park District $46,251) of the original contract amount and do not significantly change the scope of work. Not to exceed the maximum of (Health Projects Center $317,646, Legal Services for Seniors $434,470, Meals on Wheels of the Monterey Peninsula $1,502,844 and North Country Recreation & Park District $508,764). Approve and authorize the Contracts/Purchasing Officer or designee to sign a Standard Agreement created by Request for Proposal (RFP) #10912 for the provision of Religious Services for Monterey County Jail, with Freedom Advocate, LLC, for the Monterey County Sheriff’s Office for an initial term from date of signing (2/6/2024 estimated) to February 28, 2027, in the amount of $345,000, and b. Authorize the Contracts/Purchasing Officer or designee to sign up to two future amendments to the agreement where the amendment does not significantly alter the scope of services, for a total maximum not to exceed amount of $575,000. Approve and authorize the Agricultural Commissioner to sign a Memorandum of Understanding (MOU) with Monterey County Agricultural Education, Inc. (MCAE), not to exceed $60,000, to provide support of agricultural education efforts in Monterey County, and; b. Authorize the Auditor-Controller to make payments in accordance with the terms of the MOU. A 24-013 approved Pass

Approve and authorize the Agricultural Commissioner to sign a Memorandum of Understanding (MOU) with the Grower Shipper Association Foundation not to exceed $50,000, to provide support of agricultural education efforts in Monterey County, and; b. Approve and authorize the Agricultural Commissioner to sign a Memorandum of Understanding (MOU) with the Monterey County 4-H Council (MC4H) not to exceed $15,000, to provide support of agricultural education efforts in Monterey County, and; b.
