2 The Board of Supervisors welcomes you to its meetings, which are regularly scheduled each Tuesday. Your interest is encouraged and appreciated. Meetings are held in the Board Chambers located on the first floor of the Monterey County Government Center, 168 W. Alisal St., Salinas, CA 93901. As a courtesy to others, please turn off all cell phones and pagers prior to entering the Board Chambers. ALTERNATE AGENDA FORMATS: If requested, the agenda shall be made available in appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 USC Sec. 12132), and the federal rules and regulations adopted in implementation thereof. Individuals with a disability requiring a modification or accommodation, including auxiliary aids or services, in order to participate in the public meeting may make these requests to the Clerk of the Board Office. CEREMONIAL/APPOINTMENTS/OTHER BOARD MATTERS: These items may include significant financial and administrative actions, and items of special interest, usually approved by majority vote for each program. The regular calendar also includes “Scheduled Items,” which are noticed hearings and public hearings. CONSENT CALENDAR: These matters include routine financial and administrative actions, appear in the supplemental section by program areas, and are usually approved by majority vote. In order that all interested parties have an opportunity to speak, please be brief and limit your comments to the specific subject under discussion. Time limitations shall be at the discretion of the Chair, with equal time allocated to opposing sides of an issue insofar as possible. Allocated time may not be reserved or granted to others, except as permitted by the Chair. On matters for which a public hearing is required, please note that a court challenge to the Board’s action may be limited to only those issues raised at the public hearing or in correspondence delivered to the Board at or before the public hearing. Approve and authorize the Director of Health Services or designee to execute a Services Agreement with University Corporation at Monterey Bay for the County of Monterey to receive funds for the provision of project support to University Corporation at Monterey Bay’s Project REACH, whose mission is to create a culturally responsive, integrated, and multi-tiered system of social emotional services and supports for children in public schools, in the total amount not to exceed $185,000 for a retroactive term of September 25, 2023 through December 31, 2027; and b. Approve non-standard insurance, limitation of liability, and indemnification provisions to the Services Agreement as recommended by the Director of Health Services; and c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments to the Services Agreement that do not exceed 10% ($18,500) of the original agreement amount, do not significantly change the scope of services, and do not increase the total not to exceed amount of $203,500. Approve and authorize the Director of Health Services or designee to execute an Agreement with James Sharits dba Latitude Vans, for the purchase of a customized mobile office van, in the amount of $130,074, fully funded through California Providing Access and Transforming Health (PATH) Capacity and Infrastructure, Transition, Expansion and Development (CITED) funding, for an Agreement term retroactive to July 10, 2024 through December 31, 2024; and b. Approve the recommendation of the Director of Health Services or designee to accept and approve all non-standard provisions in the Agreement; and c. Authorize the Director of Health Services or designee to sign up to three (3) future Amendments where the Amendments in total do not exceed 10% ($13,007) of the original Agreement amount, do not significantly change the scope of work, and do not exceed the maximum amount of $143,081. Authorize the Director of Health Services or designee to execute an agreement for professional services (“PSA”) with the City of Salinas for the period of August 15, 2024 through June 1, 2027 in the amount not to exceed $105,000 for the provision by the County of Monterey Health Department, Planning, Evaluation and Policy Unit, working collaboratively with the City of Salinas toward the mutual goal of evaluating the Organized Retail Theft (ORT) and Motor Vehicle Theft (MVT) Prevention Program using non-experimental research designs and evidence-based program evaluation strategies to assess and evaluate implementation activities occurring between October 1, 2023 and December 31, 2026, funded by Grant No. BSCC 1168-23 of the State of California Board of State and Community Corrections; and b. Approve the recommendation of the Director of Health Services to accept all non-standard provisions in Agreement; and c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments to the agreement which do not significantly alter the scope of work and do not cause an increase of more than 10% ($10,500) of the original cost of the agreement, for a maximum total Agreement amount of $115,500. Authorize the Director or designee of the Department of Social Services to sign up to three future amendments to this MOU where the total amendment does not exceed 10% ($300) of the original MOU amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $3,300. Approve and authorize the Military and Veterans Affairs Officer or their designee to execute a zero-cost month-to-month License, effective the date of Board of Supervisors’ approval, with U.S. Department of Veterans Affairs, Readjustment Counseling Service, Santa Cruz County Vet Center (0639) (Lessee), for a portion of the 13,300 square feet of space leased by the Military and Veterans Affairs Office at 2620 1st Ave, Marina, California to provide readjustment counseling services; and b. Authorize the Military and Veterans Affairs Officer or their designee to sign up to three future amendments to this Agreement where the total amendments do not significantly change the scope of work. Approve and authorize the Contracts/Purchasing Officer or their designee to execute Renewal and Retroactive Amendment No. 3 to Agreement No. A-16556 with SCRAM of California, Inc. to provide electronic monitoring products and services for Probation clients, to renew and extend the expiration date of June 30, 2024 for one (1) additional year, for a revised term of June 1, 2023 through June 30, 2025, and to increase the Agreement’s amount by $200,500 for a revised total Agreement amount not to exceed $500,721; and b. Authorize the Contracts/Purchasing Officer or their designee to execute future amendments to the Agreement where the total amendments do not exceed 15% ($75,108) of the Agreement amount and do not significantly change the scope of services, for a not to exceed maximum amount of $575,829. 25. a. Authorize the Chief Information Officer or his designee to execute an Agreement with Mainline Information Systems, a reseller of OMNIA Partners, incorporating the terms of TD Synnex public sector’s existing National Cooperative Purchasing Alliance (“NCPA”) Master Agreement No. R200803, Advanced Technology Solutions Aggregator Contract, to purchase technology products and services, up to an amount of $1,000,000 for the term of August 1, 2024 through September 30, 2025; and b. Authorize the Chief Information Officer, or his designee, to execute order forms and such documents as are necessary to implement the agreement with Mainline Information Systems for the County’s purchase of technology solutions, services, and support, including subscription renewals on an as-needed basis; and c. Accept non-standard contract provisions as recommended by the Chief Information Officer; and d. Authorize the Chief Information Officer to amend or sign up to three (3) renewals of one (1) year each to the Agreement, where the cost of each amendment or renewal does not increase by more than ten percent (10%) of the prior year, with an aggregate Not to Exceed amount of $4,641,000 subject to County Counsel review and provided the terms of the agreement remain substantially the same. Approve and authorize the Chief Information Officer to sign retroactively a non-standard Sublease Agreement with the Carmel Unified School District to provide radio tower communications vault space operated by the County, known as Mount Toro (Upper) from the term of July 1, 2024 to June 30, 2034; and b. Accept non-standard provisions as recommended by the Chief Information Officer; and c. Authorize the Chief Information Officer to sign up to two (2) renewals of one (1) year each, of the agreement, provided subject to County Counsel review and provided the terms of the agreement remain substantially the same. Authorize and approve the Director of the Monterey County Free Libraries (“MCFL”) to execute a three (3) year Memorandum of Understanding (MOU) for the term of July 16, 2024, to July 15, 2027, with the Friends of the Prunedale Library (“Friends”) to partner with Monterey County on behalf of MCFL, and b. Authorize the Library Director to execute up to three (3) future annual amendments to the agreement that do not significantly alter the scope of work. 24-506 approved Pass

Authorize and approve the Director of the Monterey County Free Libraries (“MCFL”) to execute a three (3) year Memorandum of Understanding (MOU) for the term of July 16, 2024 to July 15, 2027 with the Monterey Museum of Art (“MMA”) to partner with Monterey County on behalf of MCFL, and b. 29. a.Authorize and approve the Director of the Monterey County Free Libraries (“MCFL”) to execute a three (3) year Memorandum of Understanding (MOU) for the term of July 16, 2024 to July 15, 2027 with the Ventana Wildlife Society (“VWS”) to partner with Monterey County on behalf of MCFL, and b.Authorize the Library Director to execute up to three (3) future annual amendments to the agreement that do not significantly alter the scope of work. 24-514 approved Pass
30. a. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign an Agreement with Marvin Behavioral Health, Inc and Marvin Behavioral Health CA, P.C. for the provision of behavioral health services to eligible County of Monterey employees and their eligible family members. The initial term of the Agreement will begin August 1, 2024 and terminate December 31, 2027, with an option to extend the Agreement for up to three (3) additional one (1)-year periods. Services contracted under this Agreement shall incur no cost to the County of Monterey; and b. Approve and authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to sign future Amendments to the Agreement where the Amendments do not significantly change the scope of work or add any cost to the County of Monterey. 31. a. Approve the Third Extension to the Memorandum of Agreement Regarding the Habitat Management on Portions of The Parker Flats Reserve at the Former Fort Ord, California (Third Extension) with UCP East Garrison, LLC for California Tiger Salamander habitat management on County-owned Property on the former Fort Ord to extend the term two (2) years to June 30, 2026; and b. Authorize the Chair of the Board of Supervisors to execute the Third Extension. 24-497 approved Pass
32. a. Approve Amendment No. 1 to Professional Services Agreement No. A-15517 with Benchmark Land Use Group, Inc., dba Benchmark Resources for State of California Surface Mining and Reclamation Act (SMARA) annual inspection services, ordinance updates, compliance review, mine site closure, and other services as needed increasing the Agreement amount of $311,898 by $231,123 for a new not to exceed amount of $543,021 and extending the term two years to July 31, 2026; and b. Authorize the Contracts/Purchasing Officer or their designee to execute Amendment No. 1 to Professional Services Agreement A-15517 and one future amendment to the Agreement where the amendment does not significantly alter the scope of work or increase the approved Agreement amount by more than 10% ($54,302) for a potential overall Agreement aggregate not to exceed amount of $597,323. 33. a. Approve Amendment No. 1 to the Standard Agreement with Alex J. Vatsula dba Vatsula Visuals (Vatsula Visuals) to provide virtual meeting services and support for a term of three (3) years, with a retroactive start date of June 18, 2024 to June 30, 2027, in an amount not to exceed $15,000; and b.
