a. Approve and authorize the County Purchasing Agent or designee to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc., to continue to provide engineering services associated with the Countywide Fee Program Nexus Study; Agriculture and Winery Corridor Plan Impact; Carmel Valley Transportation Improvement Program Traffic Analysis and Fee Calculation, and California Environmental Quality Act Environmental Review for the term of July 1, 2026, through June 30, 2028, for a total amount not to exceed $371,708; and b. Authorize the County Purchasing Agent or designee to execute up to two future amendments to the Agreement where the amendments do not significantly alter the scope of work and do not exceed 10% ($37,171) of the Agreement amount, subject to review by County Counsel.
