An addendum to a previously certified Santa Lucia Environmental Impact Report (EIR) No. 94-005 to reflect changes or additions in the project that do not cause substantial changes or require major revisions to the adopted EIR pursuant to California Environmental Quality Act (CEQA) Guidelines section 15164; 2.
