a. Approve and authorize the County Administrative Officer or designee to execute a Professional Services Standard Agreement with non-standard payment provisions between the County of Monterey and the City of Soledad to develop, build, and manage a 16-bed non-congregate interim housing facility located in Soledad for the purpose of providing temporary living facilities to occupants of an encampment site in an amount not to exceed $1,955,000 for the term January 7, 2025 through June 30, 2027; and, b. Authorize and direct the Auditor-Controller to issue a payment in the amount of $1,955,000 to the City of Soledad upon execution of the agreement and receipt of a certified invoice; and, c. Approve and authorize the County Administrative Officer or designee, to sign up to three (3) future amendments to this agreement where amendments do not exceed 10% ($195,500) and do not significantly alter the scope of services as determined by the Director of the Homelessness Strategies and Initiatives Division and subject to approval by County Counsel.
