SUBJECT: Authorization to Accept and Appropriate the Homekey+ Conditional Grant Award of $28,257,013 for the Mercy Village Project in Partnership with UPholdings and Self-Help Enterprises REPORT IN BRIEF Considers authorizing the acceptance, and appropriation of the $28,257,013 Homekey+ conditional grant award for the Mercy Village project located at 3015 Park Avenue with partners UPholdings and Self-Help Enterprises. RECOMMENDATION City Council - Adopt a motion: A. Accepting the Homekey+ Conditional Grant Award in the amount of $28,257,013; and, B. Appropriating an increase to revenue in the amount of $28,257,013 in Fund 2017-Homekey Fund and appropriating the same for this affordable housing project; and, C. Authorizing the use of pooled cash until reimbursement from the grant is reimbursed; and, D. Authorizing the Finance Officer to make any necessary budget adjustments; and E. Anderson Land Use Planning along with a Reimbursement Agreement with Hostetler Ranches, LLC, and Baxter Ranches, LLC, for preparation of an environmental document for two proposed adjacent annexations of approximately 208.44 acres, generally bounded by Bellevue Ranch Master Development Plan area to the north and east, Bellevue Road to the south, and future Haden Street to the west. RECOMMENDATION City Council - Adopt a motion: A. Approving the Deposit and Reimbursement Agreement with Hostetler Ranches, LLC, and Baxter Ranches, LLC, in the amount of $49,574.80 to cover the cost of the consultant contract and staff time for the administration of the environmental review process; and, B.
