1. 1 Verbal presentation from Dr. Raphe Sonenshein, the Executive Director of the Haynes Foundation, regarding past efforts leading up to the 1999 Charter, including the process, underlying issues, and themes that guided the work, and questions pending in today's process.
2. 2 Motion (McOsker – Nazarian) relative to creating processes for evaluating and proposing potential reforms to the City Charter with opportunities for public and expert input.
3. 3 Consideration of multiple recommendations regarding the Charter Reform recommendations considered by the City Council on June 17, 2026, specifically recommendations 15, 22, 23, 28-30, 35, 37, 38, and 67.
