2. 2 Presentation by Shane Phillips, Housing Initiative Project Manager, Lewis Center for Regional Policy Studies, UCLA Luskin School of Public Affairs, and Dr. Jason Ward, PhD, Economist, Co-Director, RAND Center on Housing and Homelessness, Professor, RAND School for Public Policy, on housing affordability, Measure ULA, and future implications of the growing unhoused population; and possible Commission action.
