Recommendation to request City Manager to work with City Clerk and City Attorney to convene the Charter Amendment Committee for a study session on the provisions of the City Charter within 90 days; and The scope of the study session should include an overview of the history of the City Charter, including substantial amendments; an overview of the process required to amend the City Charter; the powers and duties of the City Council, Mayor, and City Manager; a summary of the Council-Manager form of government established by the City Charter.
