  2. 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment.   37. 33 AGREEMENT BETWEEN LASSEN COUNTY SHERIFF'S OFFICE AND RESOLVE FORENSICS, LLC SUBJECT: Agreement between the Lassen County Sheriff's Office and Resolve Forensics, LLC to provide advanced DNA testing and Investigative Genetic Genealogy services. FISCAL IMPACT: This agreement will be paid from the Professional Services account line; DNA Fund/Budget Unit No. 186-537. The agreement is for a term of three (3) years with an ability to extend usage to (5) years from the date of ratification, with a maximum amount of $80,400, to be paid in the 2025-2026 budget year. There is no fiscal impact to the general fund. ACTION REQUESTED: 1) Approve the agreement with Resolve Forensics, LLC; and 2) authorize the Lassen County Sheriff or designee to execute the agreement.   43. 39 CONTRACT AMENDMENT BETWEEN LASSEN COUNTY FAIR AND SIERRA CASCADE FAMILY OPPORTUNITIES SUBJECT: Approve contract amendment establishing the negotiated monthly rate of $1,750 starting April 1, 2026 through June 30, 2026. Starting July 1, 2026, the monthly rate will increase by 3% to a monthly rate of $1,802.50. On July 1, of each subsequent year of the contract term, the monthly rate will increase by an additional 3%. The forgoing annual increase shall replace the biannual rate renegotiations. FISCAL IMPACT: Increase of $92,688.24 in revenue over the term of the contract. The total contract revenue will now be $200,688.24. ACTION REQUESTED: 1) Approve the contract amendment; and 2) authorize the County Administrative Officer or their designee to execute contract amendment; and/or 3) provide direction to staff.   45. 41 BEHAVIORAL HEALTH AGREEMENT BETWEEN KINGS VIEW PROFESSIONAL SERVICES AND LASSEN COUNTY SUBJECT: Agreement between Lassen County and Kings View Professional Services to provide Electronic Health Record System (EHRS) support services for the term of July 1, 2025, through June 30, 2028, and a maximum amount of $1,222,501.22. FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No. 110-0751, Alcohol and Drug Fund/Budget Unit No. 110-0771, and Mental Health Services Act Fund/Budget Unit No. 164-0752. ACTION REQUESTED: 1) Approve the Agreement with Kings View Professional Services; and 2) authorize the County Administrative Officer to execute the agreement. ID# 196-26 approved Pass

FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No. 110-0751 and Alcohol and Drug Fund/Budget Unit No. 110-0771.   48. 44 BEHAVIORAL HEALTH SECOND AMENDMENT TO THE AGREEMENT BETWEEN LASSEN COUNTY AND COMMUNITY MEDICAL SPECIALISTS INC SUBJECT: Second amendment to the agreement between Lassen County and Community Medical Specialists Inc. for professional psychiatric, diagnostic, and therapeutic services for the term of July 1, 2025, through June 30, 2026. This amendment increases the maximum amount the agreement from $500,000 to $750,000. FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No. 110-0751, Alcohol and Drug Fund/Budget Unit No. 110-0771, and Mental Health Services Act Fund/Budget Unit No. 164-0752.
