  2. 2 *Any person desiring to address the Board shall first secure permission of the presiding officer. *Speaker cards are provided so that individuals can bring to the attention of the presiding officer their desire to speak on a particular Agenda item. Cards are available on the table by the door and shall be completed and presented to the Clerk in advance of speaking. *Matters under the jurisdiction of the Board, and not on the Agenda, may be addressed by the Public at the time provided in the Agenda under Public Comment. The Board limits testimony on those items to three minutes per person and no more than three individuals shall address the same subject. *As required by Govt. Code Section 54957.5, any public record distributed to the Board of Supervisors less than 72 hours prior to this meeting in connection with any agenda item shall be made available for public inspection at the office of the Clerk of the Board, 220 S.   27. 26 LETTER OF SUPPORT-BUREAU OF LAND MANAGEMENT(BLM) APPLEGATE FIELD OFFICE WILDFIRE PREVENTION GRANT APPLICATION-BIG VALLEY WILDFIRE RESILIENCE PHASE 1 PROJECT SUBJECT: A letter of support for the BLM Applegate Field Office's Wildfire Prevention Grant application for the Big Valley Wildfire Resilience Phase 1 Project. The project proposes hazardous fuels reduction and vegetation management in northwestern Lassen County to reduce wildfire risk, improve community resilience, enhance evacuation safety, and complement ongoing wildfire mitigation efforts among federal, state, and local partners. FISCAL IMPACT: None. ACTION REQUESTED: 1) Approve letter of support; and 2) authorize the Chairman to execute. ID# 390-26 approved Pass

  29. 28 CALPERS PUBLICLY AVAILABLE PAY SCHEDULES (PAPS) INCREASING PAY RATES SUBJECT: Resolution adopting and providing to CalPERS Publicly Available Pay Schedules (PAPS) increasing pay rates by 3.1% effective July 5, 2026, for 1) Appointed Department Heads, Confidential Employees and Elected Officials; 2) Management and Professionals Association; 3) Peace Officers Association; 4) Peace Officers Management Association; 5) Road Workers Association; and 6) General Unit-UPEC Local 792. FISCAL IMPACT: A 3.1% increase in salaries for six (6) bargaining units within various departments. Departments have included the increase in their respective FY 2026-27 budgets. ACTION REQUESTED: 1) Adopt resolution; and or 2) provide direction to staff. ID# 389-26

  35. 34 PUBLIC HEALTH AGREEMENT BETWEEN LASSEN COUNTY AND LES HALL SUBJECT: Agreement between Lassen County and Les Hall for assistance with the Medi-Cal Administrative Activities Services for the term of July 1, 2026, through June 30, 2027. FISCAL IMPACT: The maximum amount of the agreement will not exceed $115,000 and will be paid from the Public Health Fund/Budget Unit No. 110-0731. SUBJECT: Agreement between Lassen County and Crestwood Behavioral Health, Inc. for a sub-acute care facility for inpatient chronic mentally ill adults for the term of July 1, 2026, to June 30, 2027. FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No.110-0751 and Mental Health Services Act Fund/Budget Unit No. 164-0752 with a maximum contract amount not to exceed $400,000. ACTION REQUESTED: 1) Approve the agreement with Crestwood Behavioral Health, Inc, and 2) authorize the County Administrative Officer to execute the agreement. ID# 391-26 approved Pass
  41. 40 BEHAVIORAL HEALTH SECOND AMENDMENT TO THE AGREEMENT BETWEEN LASSEN COUNTY AND KINGS VIEW PROFESSIONAL SERVICES SUBJECT: Second amendment to the agreement between Lassen County and Kings View Professional Services to extend the term of the agreement to June 30, 2027, and to add Fiscal year 2025/2026 Annual Revenue and Expenditure Report in the amount of $6,500. FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No.110-0751 and Mental Health Services Act Fund/Budget Unit No. 164-0752 with a new contract amount not to exceed $26,552 for Fiscal Year 2026-2027. ACTION REQUESTED: 1) Approve the second amendment to the agreement with Kings View Professional Services; and 2) authorize the County Administrative Officer to execute the amendment. FISCAL IMPACT: This agreement will be paid from Behavioral Health Fund/Budget Unit No.110-0751 and Mental Health Services Act Fund/Budget Unit No. 164-0752 with a new maximum contract amount not to exceed $1,000,000. ACTION REQUESTED: 1) Approve the Second amendment to the agreement with Restpadd, Inc.; and 2) authorize the County Administrative Officer to execute the amendment. ID# 393-26 approved Pass
