  19. 2. Recommended Action: It is recommended that the Council/Board ratify the warrant run and payroll report for the City, Successor Agency to the Hesperia Community Redevelopment Agency, Hesperia Housing Authority, Community Development Commission, and Water District. 22-319

Accept the completed 2025 December Adverse Weather Emergency Road Repairs: Ranchero Rd. & Primrose and 2025 December Adverse Weather Emergency Maple & Muscatel Basin; 2. Authorize staff to record a Notice of Completion for each project; and 3.   22. 5. Recommended Action: It is recommended that the City Council: 1. Accept the completed FY 2024-25 CDBG Street Improvements project, Construction Order No. (C.O.) 7175; 2. Authorize staff to record a Notice of Completion; and 3. Recommended Action: It is recommended that the City Council and Board of Directors of the Water District authorize the City Manager to enter into a (3) three-year contract with Lasting Images Landscape in an amount of $406,092 for routine landscape maintenance, and an additional 10% ($40,609) for anticipated repairs and plant replacement over the (3) three-years, for a total not-to-exceed amount of $446,701. 22-512
  24. 7. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District: 1. Accept the completed Maple Sewer Line Replacement project, Construction Order No. (C.O.) 9018; 2. Authorize staff to record a Notice of Completion; and 3.   25. 8. Recommended Action: It is recommended that the City Council: 1. Accept the completed FY 2023-24 CDBG Street Improvements project, Construction Order No. (C.O.) 7172; 2. Authorize staff to record a Notice of Completion; and 3. Authorize the release of all withheld retention amounts no sooner than thirty (30) calendar days following the date of recordation. 22-530

Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District Adopt Joint Resolution No. 2026-34 and Hesperia Water District Resolution No. 2026-13 concurrently: 1. Approving submission of a grant application for a Water Recycling Funding Program (WRFP) planning grant from the State Water Resources Control Board for development of the Recycled Water Master Plan (RWMP); 2. Accepting the WRFP grant, if awarded, in an amount not to exceed $150,000; and 3. Authorizing the City Manager or designee to execute the grant application and, if awarded, the Financial Assistance Application (Agreement), along with all other grant-related documents, agreements, and amendments as necessary to implement and administer the grant. 22-525
  27. 10. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District: 1. Award five (5) Professional Services Agreements (PSAs) to Converse Consultants, Geocon West, Inc., Certerra RMA Group, Fenagh Engineering and Testing, Inc., and NV5, Inc. for on-call geotechnical engineering and material testing services, each for the not-to-exceed amount of $200,000, with a term of three (3) years. 2. Recommended Action: It is recommended that the City Council authorize the City Manager to approve an amendment to the existing contract with Townsend Public Affairs (TPA) for an additional $96,000, for a revised not- to-exceed contract amount of $360,000, and approve a one-year contract extension for State and Federal Legislative Advocacy services. 22-527

Recommended Action: It is recommended that the City Council adopt Resolution No. 2026-037 authorizing the submission of applications for all Department of Resources, Recycling, and Recovery (CalRecycle) grants for which the City is eligible for five (5) years from the date of adoption of this resolution. 22-534
  30. 13. Recommended Action: It is recommended that the City Council and Board of Directors of the Hesperia Water District (District) authorize the City Manager to amend the current contract with Mission Linen Supply to extend the contract expiration date for an additional one-year term and increase the contract authority by $34,000 for a new not-to-exceed amount of $141,146 for uniform rental and laundering services. 22-516

Recommended Action: It is recommended that the City Council approve Joint Resolution No. 2026-27 and Resolution No. HWD 2026-08, confirming parcels of land upon which unpaid fees for services, and abatement costs remain, and Joint Resolution No. 2026-28 and Resolution No. HWD 2026-09, requesting that San Bernardino County place the unpaid fees for services and abatement costs on the property tax rolls. 22-517

Recommended Action: Discuss and determine whether to place a measure on the November 3, 2026 ballot to provide voters the option of enacting a secure, locally controlled general fund revenue source. The measure for consideration would establish a local City sales tax of 1.0% and provide an estimated $15,000,000 annually to maintain essential City services for residents and businesses, including paving and maintaining streets, fixing potholes, installing storm drains and related flood control infrastructure, repairing or replacing aging City infrastructure, keeping streets and public facilities safe, clean, and well-maintained, crime prevention, and 911 emergency response. 22-519 approved Pass ▶ jump to 135:15
