Recommended Action: It is recommended that the City Council waive further reading and adopt Urgency Ordinance 2024-02 pursuant to California Government Code Section 65858 establishing a forty-five (45) day moratorium on the establishment or expansion of Single Price overstock/discount stores, or store as appropriate (SPODS); and to authorize the City Manager to direct staff to review and survey the development standards for SPODS from surrounding jurisdictions.
