2023-2031 Housing Element Update RECOMMENDATION: That the Planning Commission: 1. Request planning staff present the staff report; 2. Open the public hearing; 3. Receive comments from the public; 4. Close the public hearing; 5. Request clarification from staff on any issues related to the project; and 6. Adopt a Resolution recommending that the City Council: adopt the Initial Study/Negative Declaration for the 2023-2031 Housing Element, find that the Housing Element substantially complies with state law, and repeal the 2015- 2023 Housing Element and adopt the 2023-2031 Housing Element.
