2. Approval of an Agricultural Ground Lease with Phillip Verwey Farms for the 1,600 acres of land owned by the City's Wastewater Fund for an annual amount of $161,600, with an annual credit of $69,000 for the development of two (2) wells on the site by the Lessee.
