Make a finding that it is in the best interest of the County to suspend the competitive bidding process consistent with Administrative Policy No. 34 for a local governmental agency as the County of Madera is uniquely qualified to serve as a subgrantee for Homeless Housing, Assistance and Prevention funding to provide Rapid Rehousing and Street Outreach services in Madera County; and Approve and authorize the Chairman to execute an Agreement with the County of Madera for Rapid Rehousing and Street Outreach services, effective April 8, 2025 through April 30, 2028, total not to exceed $840,000
