Department of Transportation recommending the Board consider the following for the Shingle Springs El Dorado Trail Class I Improvements Project, Capital Improvement Program project number 36109014: 1) Make findings in accordance with Section 3.13.030 (B) of the County Ordinance that the work requires specialty skills and qualifications not expressly identified in County classifications and there is a need to engage an independent contractor for environmental planning services for the project; 2) Award Request for Proposal 24-0070 to HELIX Environmental Planning, Inc.; and 3) Approve and authorize the Chair to sign Agreement for Services 9315 with HELIX Environmental Planning, Inc. to provide environmental planning services in the amount of $192,900.94 for a term beginning upon execution and expiring three (3) years thereafter. (District 4) FUNDING: Congestion Mitigation and Air Quality (20%) and To Be Determined (80% - see “Financial Impact” section of the staff report). (Federal Funds)
