Health and Human Services Agency (HHSA) recommending the Board: 1) Make findings in accordance with Procurement Policy C-17 Section 3.4(5) exempting the competitive bidding process because “it is in the best interest of the County to extend a contract from the previous contract period for an interim period provided the contractor agrees to continue to furnish the goods or services at the same contract price and under the same terms and conditions as the prior contract, with the extension necessary to avoid the interruption of County business while a competitive bid is in process”; 2) Approve and authorize the Purchasing Agent to electronically sign Amendment II to Purchase Contract 5357 with IDEXX Distribution, Inc. (IDEXX), for veterinary medical supplies with no change to the not-to-exceed amount of $60,000 or terms and conditions of the contract, and to extend the term an additional six months, for a new term of January 1, 2021, through June 30, 2025; 3) Authorize the Purchasing Agent to execute amendments relating to Agreement 5357, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and 4) Authorize the HHSA Director, or the Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 5357. FUNDING: 15% Fees for Services, 9% Licensing/Permit Fees, 7% Public Health Realignment, 69% Net County Cost, and in some cases the services are 100% paid for through the Pet Aid Special Revenue Fund.
