Health and Human Services Agency (HHSA) recommending the Board: 1) Make findings pursuant to El Dorado County Ordinance Chapter 3.13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the Agreement for Services 8778 with Upper Room Dining Hall, Inc. for the provision of meal services; 2) Approve and authorize the Chair to sign competitively bid Agreement for Services 8778 with Upper Room Dining Hall, Inc. (Upper Room) in the amount of $1,240,980 for the initial term from October 9, 2024, through October 31, 2027, with the option to extend the term of the Agreement for two additional one-year terms through a term not to exceed October 31, 2029, for a maximum five-year and 23-day term, and total maximum obligation of $2,073,180; 3) Authorize the Purchasing Agent to execute amendments relating to Agreement 8778, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and 4) Authorize the HHSA Director, or the Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 8778. FUNDING: 100% State and Federal Homeless Grants.
