- 1) Declare an emergency, pursuant to Public Contract Code Section 22050, and by a four-fifths vote delegate the authority to order any action pursuant to paragraph (1) of subdivision (a) of PCC 22050 to the County Engineer to make repairs to the infrastructure, noting that a failure to do so would threaten the health, safety and welfare of the public related to the imminent danger caused by the failure of the culvert at Washingtion Boulevard near Harrold Street; and 2) Direct staff to return to each regularly scheduled meeting of the Board of Supervisors until the action is completed as requested by the County Engineer.**
