  1. Approve and authorize the Chair to sign the attached renewal Agreement with Del Norte County Office of Education for Foster Youth Education Services for the term of July 1, 2026, through June 30, 2028, as requested by the Director of Health and Human Services.**
  2. Approve and authorize the Chair to sign the attached first Amendment to the Agreement with Life Generations Healthcare to provide Special Treatment Program Services for the term of July 8, 2025 through June 30, 2026, as requested by the Director of Health and Human Services.**
  3. Approve and authorize the Chair to sign the attached proposal letter from the California Forensic Medical Group (CFMG) authorizing CFMG to amend the current medical services Agreement to reflect the cost of additional staffing for the implementation of the mandated California Advancing and Innovating Medi-Cal (CalAIM) Justice Involved Initiative, as requested by the County Administrative Officer and the Sheriff-Coroner.**
  4. Approve and authorize the Chair to sign the attached first Amendment to the Agreement with Life Generations Healthcare to provide Special Treatment Program Services for the term of July 1, 2026 through June 30, 2027, as requested by the Director of Health and Human Services.**
  5. Approve and adopt Resolutions appointing Supervisor Howard, Supervisor Short, and Gerry Hemmingsen to the Border Coast Regional Airport Authority Board of Commissioners for four-year terms, and Supervisor Wilson as the County's alternate member, consistent with Sections 1.4 and 1.5 of the Border Coast Regional Airport Authority (BCRAA) Joint Powers Authority Agreement, as requested by the Clerk of the Board of Supervisors.**
  6. Approve and authorize the Chair to sign the attached new HHAP Round 5 Funding Agreement with Training, Employment, and Community Help, Inc. for the term of September 8, 2026 through June 30, 2029, as requested by the Director of Health and Human Services.**
  7. The Chair requests any deletions, corrections or additions from Board members to the agenda at this time. In order to add an item to the agenda, the matter must have come to the attention of the County subsequent to the posting of the agenda and the matter requires action before the next regular meeting of the Board of Supervisors.
  8. Approve and appoint Supervisor Howard as the Delegate as proposed and Supervisor Short as the Alternate as proposed to the California State Association of Counties (CSAC) Board of Directors for the year 2027 as requested by Chair Borges.**
  9. Approve and authorize the Chair to sign a letter supporting the Tolowa Dee-ni' Nation's application for the K’vsh-chu (Redwood) Climate Resilience Project as requested by the Executive Director of the Del Norte & Tribal Lands Community Food Council.**
  10. 10:20 A.M. Approve and adopt a Proclamation proclaiming September 2026 as, "Suicide Prevention Month" as requested by Zero Attempts Representative Gordon Clay.**

Confirm the California Department of Fish and Wildlife (CDFW)-owned properties identified by the Board of Supervisors for potential future County ownership and authorize the Chair of the Board of Supervisors to transmit a letter to CDFW executive leadership expressing the County's interest in discussing fee title transfer of the identified properties and, where appropriate, interim Right-of-Entry agreements as requested by the Director of Community Development.**
  15. The Pledge of Allegiance to be led by Valerie Starkey, District 2 Supervisor.
  16. Approve and adopt the minutes from the August 25, 2026 Board of Supervisors meeting.**
  17. Receive other brief reports or announcements relative to the County of Del Norte programs and projects, progress of the two by two committees, technical advisory committees and/or Board and staff travel/training reports.
  18. Approve and authorize the Director of Health and Human Services to sign the attached new Child Welfare MOU with Partnership HealthPlan of California for the term beginning on or around September 8, 2026 through December 31, 2029, as requested by the Director of Health and Human Services.**
  19. Approve and appoint Sean Rosenthal, the current Airport Director for the Border Coast Regional Airport Authority (BCRAA), as a supplemental member of the Del Norte County Airport Land Use Commission (ALUC) as requested by the Director of Community Development.**
  20. 10:15 AM Approve and adopt a Proclamation declaring September 2026 as "Recovery Awareness Month", as requested by the Director of Health and Human Services.**
  21. 10:25 A.M. COMMENT PERIOD: Members of the public may address the Board on matters which are within the jurisdiction of the Board. If you are addressing the Board regarding a matter listed on the agenda, you may be asked to hold your comments until the Board takes up that matter. Please limit your comments to three minutes or less.
  22. 1) Consider approval of the County Budget Team's recommendation to designate and transfer Measure R funds to the Jail Rehabilitation/Justice Campus project budget as requested by the County Administrative Officer and the Auditor-Controller; 2) Authorize the Auditor-Controller to make the necessary adjustments to the FY 26/27 Final Recommended Budget based on Board direction if applicable.**
  23. Authorize the District Attorney to accept and implement the Violence Against Women Vertical Prosecution Program grants for calendar years 2027 (VV26025301), 2028 (VV27025301), and 2029 (VV28025301), including any extensions or amendments thereto, subject to further review and approval; and agree to provide all cash matching funds required for the grants and to comply with the rules and regulations of Cal OES, as requested by the District Attorney.**
  24. 10:30 A.M. 1) Open the public hearing for the 2026/2027 Fiscal Year Final Recommended Budget as amended for Del Norte County and all Special District Budgets governed by Del Norte County as submitted and continue the hearing for fourteen (14) days as requested by CAO and Auditor-Controller; 2) Approve the attached position list for establishing and reclassifying General Fund positions as requested by County Administration, the Assessor, and Human Resources/Risk Management and authorize Human Resources to take all administrative steps necessary such as, updating current job descriptions and revising staffing charts/position control lists to accurately reflect Board action as requested by CAO, Auditor-Controller and Human Resources & Risk Management Director (Attachment A); 3) Authorize the Auditor-Controller to adjust the FY 2026/2027 Final Recommended Budget to accurately account for FY 2025/2026 interest allocations, and pursuant to Board-approved County Pension and OPEB Policy, establish a stabilization fund/reserve for an Additional Discretionary Payment to be made in FY 2027/2028 towards unfunded accrued liabilities; 4) Approve the use of County General Funds for the operational budgets of the Pacific Shores, Fish and Game and Veteran’s Cemetery budgets; and 5) Approve the end of the temporary hiring freeze approved July 14, 2026, for all positions fully or partially funded by the County General Fund effective immediately as requested by the CAO/County Budget Officer.**
