1. Approve renewal subscription services with <strong>West Publishing Corporation</strong><strong> through Thomson Reuters</strong>, for the County Counsel Office on-line legal research platform, effective January 17, 2026.
2. Approve Contract with <strong>Nichols Consulting Engineers, CHTD</strong> for Engineering Consultant Services, Effective December 16, 2025.
3. Approve contract with <strong>Brightly So</strong><strong>ftware Inc. for operations management software for the Department of Public Works.
4. Ratify Contract Change Order No. 1 for Contract C25-069 with<strong> All American Construction</strong> and Accept Notice of Completion for road reconstruction on College City Road, Project Number 3000178-2025, and authorize the Director of Public Works to sign and record same.
5. Approve Purchase Order 31210152025 in the amount of $173,953.62 with Folsom Lake Ford for three vehicles for the Sheriff's Office utilizing State of California Contract #1-22-23-14C and allow the Purchasing Agent to sign the Purchase Order.
6. Ratify Project Agreement (No. G25-03-05-L01/Contract No. C32-37-075), with the California Department of Parks and Recreation for on-going OHV Grant-Law Enforcement, effective October 4, 2025
7. Re-approve contract C25-173 for the County Medical Services Program (CMSP) Local Indigent Care Needs (LICN) Grant Agreement Amendment 1 with Glenn County through its Community Action Department.
8. Approve contract with <strong>City of Colusa</strong> to provide the City Police Department secure access to the Colusa County Sheriff's Department RIMS multi-agency server and associated IT support.
9. Approve Purchase Order 31210162025 in the amount of $52,194.29 with Elk Grove Auto for one vehicle for the Sheriff's Office utilizing State of California Contract #1-22-23-14C and authorize the Purchasing Agent to sign the Purchase Order.
10. Approve contract and accompanying exhibits with <strong>Unified Fleet Services, LLC</strong> for a 2024 Caterpillar 430 Backhoe for the Department of Public Works and authorize the Board Chair and County Administrative Officer to execute the documents.
11. Approve Purchase Order 31210202025 for four Motorola APX8500 radios for the Colusa County Sheriff's Office fleet through Sutter Buttes Communications, Inc. utilizing Motorola contract #17724-HGAC-(TX)-RA05-21 in the amount of $32,823.66 and authorize the Purchasing Agent to sign the Purchase Order.
12. Approve Purchase Order 61010142025 for $74,220.45 with Crafco Inc. for Public Works and allow the Purchasing Agent to sign Purchase Order.
13. Approve Purchase Order 61010142025B for $116,948.38 with Vogel Traffic Services, Inc dbs EZ Liner for Public Works and allow Purchasing Agent to sign the Purchase Order.
14. Approve Purchase Order 61010142025A for $34,684.52 with Volvo Construction Equipment & Services Sacramento for a Bobcat Standard Towable Air Compressor and allow the Purchasing Agent to sign the Purchase Order.
15. Approve Purchase Order No. 52011102025 with AT&T for a one-year extended maintenance agreement for the Sheriff’s Office Vesta 911 dispatch phone system in an amount not to exceed $45,143.90 and authorize the CAO to sign the purchase order.
16. Pursuant to Policy 401, Section 5.2, waive the competitive bidding process on the finding that competitive bidding would not be in the public interest, and approve Purchase Orders 31210152025A, 31210162025A, and 31210172025A with Sutter Buttes Communications, Inc. for the equipment installation and upfitting of Sheriff’s Office vehicles, and authorize the Purchasing Agent to sign the Purchase Orders.
17. <u><strong>Sitting As In-Home Supportive Services Public Authority Board</strong></u> <br>Approve the Public Authority rate change due to an increase in the minimum wage for IHSS service providers effective January 1, 2026, as follows: $16.90 per hour minimum wage, $0.50 per hour wage supplement, $0.93 per hour for payroll taxes, and $0.68 for the Administrative portion of the rate for a total Public Authority rate of $19.01 per hour.
18. Approve Task Order No. 1 with <strong>Brandley Engineering</strong>, Inc for consulting services related to general on-call engineering for miscellaneous work anticipated for the Colusa County Airport.
19. Discuss the potential adoption of a symbolic resolution declaring Colusa County a “Second Amendment Sanctuary County.”
20. <div>Approve Amendment Number 7 to the <strong>Regents of the University of California, acting for and on behalf of University of California, Davis Health</strong>, to provide psychological evaluations and expert witness testimony services on an as-needed basis.
21. Approve Assignment of Hangar Ground Lease Agreement between <strong>Randy Salveson, Bert Otterson</strong> and the County of Colusa.
