1. Approve Services Agreement with OpenGov Inc. </strong>for the annual renewal of Permitting and Licensing software for the Community Development Department.
2. Approve an agreement with the <strong>California Rice Commission,</strong> effective May 1, 2026, through August 31, 2026 and authorize the Agricultural Commissioner to execute the agreement.
3. Approve ​Performance Agreement ​(No. 26-60024) with the <strong>Department of Health Care Services</strong> and Behavioral Health.
4. Approve Service Agreement with <strong>OpenGov Inc</strong>. for Tax and Revenue software for the Community Development Department.
5. Approve the <strong>FY 2026 Domestic Cannabis Eradication / Suppression Program (DCE/SP) </strong>Letter of Agreement number 2026-13 and authorize the Sheriff to sign the documents.
6. Approve State of California Standard Agreement (No. 26C155000-0) with the <strong>Department of California Highway Patrol</strong> for use of the Sheriff's Office weapons firing range facility by the California Highway Patrol, Williams Area Office, effective July 1, 2026; Further, authorize Sheriff Joe Garofalo to execute the agreement.
7. Approve the 5th amendment to section 6.c. of the <strong>Joint Powers Agreement </strong>providing a public transportation system within the County of Colusa to change the termination date of April 22, 2026, to April 22, 2031.
8. Authorize the County Administrative Officer (CAO) to execute a Letter of Agreement with <strong>SitelogIQ </strong>for a preliminary feasibility study and energy audit of County facilities, subject to minor non-substantive revisions approved by the CAO.
9. Approve third amendment to the <strong>Behavioral Health Services Oversight and Accountability Commission (BHSOAC)</strong> grant agreement in order to extend the term date to September 30, 2027 and to recognize that the Mental Health Student Services Act (MHSSA) has been renamed to the Behavioral Health Student Services Act (BHSSA), all effective as of January 1, 2025. All references to MHSOAC and MHSSA used in this agreement shall be read to mean BHSOAC and BHSSA.
10. Approve an agreement with the <strong>California Department of Food and Agriculture (CDFA)</strong> for the Evaluation and Remediation of Illegal Hemp Cultivation Program (ERIHC), effective January 28, 2026.
11. Approve Service Order Agreement with <strong>Comcast Business</strong> for $273.85 per month with a one-time installation fee of $149.95 for the Sheriff's Department to provide cable television in the new Colusa County Detention and Treatment Facility.
12. Ratify contract with <strong>Hue & Cry, Inc. for fire alarm monitoring services and fire sprinkler inspections for the new Colusa County Detention and Treatment Facility.
13. 9:30 a.m. Public hearing and adoption of a Resolution rescinding Williamson Act Contract No. 98-71 and authorizing the simultaneous reentry into two new Williamson Act Contracts (WA #26-01 and WA #26-02) to facilitate recordation of the Kraft-Hill Lot Line Adjustment (PD-25-18).
14. Pursuant to Policy 401, Section 5.2, waive the competitive bidding process on the finding that competitive bidding would not be in the public interest, and approve a services contract with<strong id="isPasted"> ACTenviro </strong>for packaging, transporting and disposal of agricultural pesticides collected from Colusa County agricultural operations.
15. Adopt a resolution accepting a federal Safe Streets for All (SS4A) grant and authorize the Director of Public Works to sign all agreements and related documents for this grant award.
