4. Public Utilities - Approval - Waive Formal Bidding Requirements and Award a Contract to Karbonous, Inc., to Purchase and Replace Granular Activated Carbon (GAC) at Well 28 for the Total Amount of $73,016.25, and authorize the City Manager to enter into an agreement.

Planning and Development Services – Approval – Res. 26-___, Approving a First Amendment to the Consultant Service Agreement between the City of Clovis and FCS International, Inc., for the preparation of a revised Environmental Impact Report and related services associated with ±952 acres of property located north of Shepherd Avenue, between Sunnyside Avenue and the Big Dry Creek Reservoir in the amount of $78,683 for a total contract amount of $410,630; and authorizing the City Manager to execute the Amendment.
6. General Services - Approval - Res. 26-____, Approving a Side Letter Agreement with the Clovis Police Officers Association (CPOA) Amending the Extra-Duty Board Process; and Authorizing the City Manager to Execute the Agreement.
7. General Services – Approval – Res. 26-___, Authorizing the Deputy General Services Director to Apply for and Administer the Public Benefit Grants Program - New Alternative Fuel Vehicle Purchase Through San Joaquin Valley Air Pollution Control District (SJVAPD).

Administration - Approval – Waive Normal Purchasing Process and approve the purchase of replacement computer equipment, such as desktop computers, phones, servers, related software, licensing and peripherals, using competitively bid contracts with purchasing provisions for California State and Local government agencies for an amount not to exceed $514,000.
