1. <strong>Resolution 2026-XX</strong>, Recommending the City Council approve Conditional Use Permit 26-17D for an automobile repair garage consisting of a quick-service oil-change facility on Parcel C, subject to the conditions of approval and contingent upon the City Council’s approval and effective date of the General Plan Amendment and Rezone; and approve the comprehensive Site Plan for the Whitmore Commercial Center pursuant to Ceres Municipal Code Section 18.16.060(I).

4. <strong>Resolution 2026-XX</strong>, Recommending the City Council approve Tentative Parcel Map 26-17A, subdividing the approximately 2.93-acre project site into four commercial parcels, subject to the conditions of approval and contingent upon the City Council’s approval and effective date of the General Plan Amendment and Rezone;

7. <strong>Resolution 2026-XX</strong>, Recommending the City Council approve Rezone 26-17B, changing the zoning designation of the project site from Planned Community 48 (P-C) and Administrative Professional (A-P) to Community Commercial (C-2);
8. <strong>Resolution No. 2026-XX et al</strong>, Adopting a resolution recommending that the City Council adopt the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program prepared in conformance with CEQA guidelines for the project; and Adopt the following resolutions recommending that the City Council Approve the described entitlements for the proposed Whitmore Commercial Center on a 2.93 acre project site located on the south side of East Whitmore Avenue between Morgan Road and Malik Avenue in Ceres, CA (APNs: 086-016-082 & -083) File Nos. 26-17A TPM, 26-17B RZ, 26-17C GPA, and 26-17D CUP and SPA.
