11. 5-C USE PERMIT - Prior to development pursuant to the Encinal Terminals Master Plan, applicant wishes to utilize the property (APN's 072-382-001, 072-382-002, 072-383-001, and 072-382-009) for temporary uses while pursuing development permits, which are anticipated to last until March 2028. Anticipated potential temporary uses could include parking, general storage, boat storage, or similar uses. CEQA: exempt.
