Public hearing to consider recommending that the City Council adopt a Zoning Ordinance Amendment to regulate the Short-Term Rental of residential properties, to implement policy H-19 of the Housing Element. CEQA Determination: The amendment is consistent with the Final Environmental Impact Report (State Clearinghouse #2021030563) that was completed and certified pursuant to the California Environmental Quality Act (CEQA) on November 30, 2021. On a separate and independent basis, the proposal is exempt pursuant to CEQA Guidelines Section 15061(b)(3), the commonsense exemption where it can be seen with certainty that the proposed zoning text amendment has no possibility of having a significant effect on the environment.
