Convene into an executive session pursuant to A.R.S. § 38-431.03(A)(9) for presentation and discussion regarding the security and operational integrity of the City's utilities infrastructure, including water and wastewater system performance, vulnerabilities, service reliability, regulatory compliance, and emergency preparedness. Additionally, pursuant to A.R.S. § 38-431.03(A)(3), (A)(4), and (A)(7), discussion may include legal advice, a potential contract, and land annexation negotiations.
