1. Convene into an executive session pursuant to A.R.S. § 38-431.03(A)(3) and (A)(4) to receive legal advice and discuss and consult with the City Attorney regarding a contract that is the subject of negotiations relating to joint use of school facilities and funding.
2. Adopt Resolution No. 2610 of the Mayor and Council of the City of Tolleson, Arizona, approving the Contract of Services, No. 2026-40-TOL, between the City of Tolleson and Area Agency on Aging, Region One, Incorporated to provide funding to the City for specified senior services, including congregate meals, home-delivered meals, multipurpose operations and transportation services, for Fiscal Year 2026 in the amount of $168,178. 3. Approve Fifth Amendment to the Professional Services Agreement between the City of Tolleson and Motorola Solutions, Inc. for Spillman Flex Computer-Aided Dispatch (CAD) technology, its portfolio of software applications, and annual maintenance and support, and authorize the City Manager to execute and deliver said Agreement. The City desires to amend the existing Agreement to increase the annual aggregate amount from $150,000 to $300,000 for additional services and to extend the term of the Agreement from November 23, 2024 to November 23, 2025. 4. Adopt/Deny Ordinance No. 625 N.S. of the Mayor and City Council of the City of Tolleson, Arizona, declaring the documents entitled, “The City of Tolleson Supplemental Building and Zoning Code Amendments 2025” and “The City of Tolleson Swimming Pool Program Procedures & Standard Details” as public records; adopting the “City of Tolleson Supplemental Building and Zoning Code Amendments 2025” as an amendment to the City of Tolleson Code; amending the Code of the City of Tolleson, Arizona, Zoning Code Chapter 12, Land Usage, by amending Article 12-1, Building Regulations; Construction; amending International Codes, Sections 12-1-20(A)(5), International Mechanical Code, 2024 Edition, by amending Chapter 11, Refrigeration, Section 1101 General, 1101.1.2, Ammonia Refrigerant; adopting Section 12-1-20(A)(9), International Property Maintenance Code, 2024 Edition, with amendments; adopting Section 12-1-20(A)(10), The City of Tolleson Swimming Pool Program Procedures & Standard Details; adopting Section 12-1-20(A)(11), International Fire Code, 2024 Edition, with amendments and exceptions; all related to the adoption of building and zoning code updates; providing for repeal of conflicting ordinances; providing for severability; providing penalties; declaring an emergency; and setting an effective date.
