  1. Approve/Deny the Cooperative Purchasing Agreement between the City of Tolleson and McCarthy Building Companies, Inc. for Citywide Water Resources Treatment services on an as-needed basis, and authorize the City Manager to execute and deliver said Agreement. The City shall pay the Contractor an annual aggregate amount not to exceed $5,000,000 for services. The Agreement shall remain in full force and effect until April 7, 2027. (Utilities Department)
  2. Approve/Deny the Professional Services Agreement between the City of Tolleson and Veolia WTS Solutions USA, Inc. for essential parts, equipment, supplies, components, and related services for the Electrodialysis Reversal (EDR) Water Treatment Facility, and authorize the City Manager to execute and deliver said Agreement. The City shall pay the Vendor an annual aggregate amount not to exceed $800,000 for parts and services. The Agreement shall remain in full force and effect until June 30, 2031. (Utilities Department)
  3. Approve the Professional Services Agreement between the City of Tolleson and Metron Farnier, LLC for essential components, equipment, parts, and related services for the City’s water meter systems, and authorize the City Manager to execute and deliver said Agreement. The City shall pay the Vendor an annual aggregate amount not to exceed $400,000 for parts and services. The Agreement shall remain in full force and effect until June 30, 2027, and may automatically renew for up to four successive one-year terms. (Utilities Department)
  4. Approve/Deny payment of $2,524,592 to the Arizona Department of Transportation for the City’s construction contribution and construction overage for the Tolleson Pedestrian Bridge System over Van Buren Street at 96th Avenue, pursuant to the Intergovernmental Agreement previously approved by Resolution No. 2593.   5. Convene into an executive session pursuant to A.R.S. § 38-431.03(A)(7) to discuss and consult with designated representatives of the public body in order to consider its position and instruct its representatives regarding negotiations for the lease of City-owned property.
  6. Public Hearing – Soliciting comments from interested parties in reference to a proposed ordinance amending the Tolleson Zoning Code, Chapter 12, Land Usage, Article 12-4, Zoning, by amending Section 12-4-9 (Definitions and Terms), Section 12-4-41 (Uses Permitted in the C-1 Zoning District), and Section 12-4-42 (Uses Subject to Use Permit in the C-1 Zoning District). The proposed amendment would permit neighborhood grocery stores/carnicerias in the C-1 Zoning District and would allow convenience markets, gas stations, and regional grocery stores in the Neighborhood Commercial (C-1) Zoning District subject to approval of a use permit. Adopt Resolution No. 2661 of the Mayor and Council of the City of Tolleson, Arizona, approving a Power Distribution Easement from the City of Tolleson to the Salt River Project Agricultural Improvement and Power District for the transmission and distribution of electricity, communication signals, and data in connection with the City of Tolleson Aquatics Center and Retail Building near 83rd Avenue and Van Buren Street; and authorizing the execution and delivery of said Easement.   12. Public Hearing – Soliciting comments from interested parties in reference to a proposed ordinance amending the Tolleson Zoning Code, Chapter 12, Land Usage, Article 12-4, Zoning, Downtown Tolleson Commercial Office Residential Entertainment (CORE) District, Section 12-4-93 (Land Use), to permit regional grocery stores in the CORE Zoning District subject to specified conditions, including a maximum gross retail floor area of 50,000 square feet.
