- 3 Take action on the following contracts:
- 3-a Purchase of One Gas Chromatograph Mass Selective Detector System (Replacement) for the Mesa Police Department (Sole Source) (Citywide) The purchase will provide a Gas Chromatograph Mass Selective Detector for Forensic Services Toxicology Unit. The new equipment will be used to test blood and urine specimens for the presence of impairing drugs of abuse. The new equipment will replace a ten-year-old system that is nearing its end of life. The Police Department and Purchasing recommend awarding the contract to the sole source vendor, Agilent Technologies, Inc. for $125,000. This purchase is funded by Police Department Capital General Funds.
- 3-b Dollar Limit Increase to the Term Contract for Information Technology Solutions for the Purchase of a Capital Improvement Program Project Management (CIPPM) Solution (Replacement) for the Engineering Department (Citywide) The City’s current CIP software solution is over a decade old, and relies on outdated and depreciated technology, and has resulted in functional challenges with modern internet browsers. Without a new CIP project management solution, Engineering would have increased challenges to effectively manage projects resulting in increased staff time required, delays, and cost increases. The Kahua solution will provide a cloud-hosted CIPPM that will improve Engineering’s ability to manage CIP projects more effectively and improve communication with department customers and contractors. The Engineering Department, Department of Innovation and Technology, and Purchasing recommend increasing the dollar limit with CDW Government LLC; and SHI International Corp., by $2,970,211.38, from $11,000,000 to $13,970,211.38, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index.
- 3-c Use of a Cooperative Contract for the Purchase of One Asphalt/Oil Distributor Truck (Replacement) for the Transportation Department (Citywide) This asphalt/oil distributor truck is used to support Transportation’s Pavement Preservation and Asphalt Repair work groups apply fog seal treatment and spray emulsion tack on milled asphalt before it is applied to new asphalt. The new truck will be replacing a unit that has met established replacement criteria. The Fleet Services and Transportation Departments and Purchasing recommend authorizing the purchase using the State of Arizona cooperative contract with Empire Southwest (a Mesa business) for $408,399.47. This purchase is funded by the Local Streets Fund.
- 3-d Three-Year Term Contract with Two Years of Renewal Options for Slurry Seal Sand for the Transportation Department (Single Response) (Citywide) This contract will provide slurry seal sand used by Transportation crews maintain the City’s roadways and extend the life of the pavement. The Transportation Department and Purchasing recommend awarding the contract to the single, responsive, and responsible bidder, Calmat Co. dba Vulcan Materials Company at $1,200,000 annually, with an annual increase allowance of up to 5% or the adjusted Producer Price Index.
- 3-e Dollar Limit Increase to the Term Contract with Two Years of Renewal Options for Private Security Guard Services for Various City Departments (Citywide) This increase is for security officer salary increases based on industry standards for security guards, which are allowable per the contract. The respective departments are in support of the increases and agree this will attract high-quality security personnel to our contract pool. Additionally, Economic Development will begin using this contract at AZLabs. The Mesa Police, Economic Development, Arts and Culture, and Library Departments and Purchasing recommend increasing the dollar limit with Universal Protection Service, LP dba Allied Universal Security Services by $615,000 from $1,540,000 to $2,155,000 annually, based on estimated usage, and with an annual increase allowance of up to 5% or the adjusted Consumer Price Index.
- 3-f Dollar Limit Increase to the Term Contract for Wireless Voice, Data, Equipment, Products, and Services for Citywide Use (Citywide) Fire and Medical requires this increase to cover anticipated wireless expenditures due to the Department’s continuing growth with new stations and ambulance expansions. The Mesa Fire and Medical Department and Purchasing recommend increasing the dollar limit using the NASPO/State of Arizona cooperative contracts with AT&T; DiscountCell, T-Mobile, and Verizon Wireless, Year 3 by $500,000, from $1,755,000 to $2,255,000 annually and years 4 on by $500,000 from $1,755,000 to $2,255,000 annually, based on estimated usage.
- 4 Take action on the following resolutions:
- 4-a Approving and authorizing the City Manager to execute a waiver of the Arizona Department of Transportation’s (ADOT) four-year notice provision for right-of-way abandonment as allowed by A.R.S. § 28-7209. Execution of the Waiver will allow ADOT to proceed with the abandonment and transfer to the City of previously identified traffic interchanges at the Red Mountain freeway (Loop 202) and University Drive. (District 5) Resolution No. 12154
- 4-b Approving and authorizing the City Manager to execute a waiver of the Arizona Department of Transportation’s (ADOT) four-year notice provision for right-of-way abandonment as allowed by A.R.S. § 28-7209. Execution of the Waiver will allow ADOT to proceed with the abandonment and transfer to the City of previously identified areas on Southern Avenue and Hawes Road at the Red Mountain Freeway (Loop 202) and the U.S. 60 traffic interchange. - 4-c Approving and authorizing the City Manager to accept funds of $916,300.00 for non-residential water conservation program enhancements through a grant agreement with the Water Infrastructure Finance Authority of Arizona with the largest portion of the grant funding designated for incentives for non-residential customers who plan to remove grass and replace it with xeriscape. - 4-d Approving and authorizing the submission of grant applications by the City of Mesa Police Department to the Arizona Governor’s Office of Highway Safety for FY 2025 grant funds in the amount of $370,540 and authorizing the City Manager to negotiate and accept the Governor’s Office Highway Safety Contracts. - 4-e Approving and authorizing the City Manager to enter an amendment to the advanced metering infrastructure/smart metering solution project agreement to update the project scope and increase the project dollar limit to $86,404,000 for the initial term, which will implement smart meters throughout the City of Mesa utility service areas. - 4-f Extinguish a portion of a 20-foot drainage easement located at 2327 East Kenwood Street to allow for construction of a swimming pool, requested by the property owner. (District 1) Resolution No. 12159
- 4-g Amending the Ethics Code and Handbook for City of Mesa Elected Officials and Advisory Board Members to include additional guidance regarding Arizona law on spending and using City resources, and adopting the proposed Guidelines for Spending and Using City Resources. - 5-a ZON23-00609 "810 S Country Club Dr" (District 4) Within the 400 to 500 blocks of West 8th Avenue (south side) and within the 800 block of South Country Club Drive (west side). Located north of Southern Avenue and west of Country Club Drive (2± acres). Rezone from General Commercial (GC) to General Commercial with a Bonus Intensity Zone overlay (GC-BIZ), Council Use Permit (CUP), and Site Plan Review. - 5-b Amending Chapters 25, 45, 50, 51, and 87 of Title 11 of the Mesa City Code pertaining to Billboards. The amendments include, but are not limited to: adding a new Chapter 25: Billboard Overlay District; modifying Chapter 45 to remove Billboards as a prohibited sign type; moving definitions for Advertising for Hire Sign, Billboard, and Off-site Sign from Chapter 50 to Chapter 87; and adding a new Chapter 51: Billboards (Citywide) Ordinance No. 5847 Staff Recommendation: Adoption P&Z Board Recommendation: Adoption (Vote: 5-0)
