  21. 4 Take action on the following contracts:
  22. 4-a Elliot Road: Eastern Maricopa Floodway to Ellsworth Road, Design-Bid-Build Contract (District 6) This project will improve the Elliot Road corridor from a two-way, two-lane rural roadway into a six-lane major arterial roadway with raised medians, curb/gutter, sidewalk, roadside retention basins, traffic signals, street lighting, and median landscaping. A storm drain pipe will be installed from Hawes Road to an outfall into the East Maricopa Floodway (EMF). Staff recommend awarding a contract to HEI Civil, in the amount of $17,143,737.55, and authorizing a change order allowance in the amount of $1,714,373.76 (10%), for a total authorized amount of $18,858,111.31. This project is funded by Local Street Sales Tax, of which 94.3% will be reimbursed by the federal grant under the STBG program. 26-0748
  23. 4-b Eastmark Aquatic Complex - Pre-Construction Services and Construction Manager at Risk (CMAR) (District 6) The scope of this portion of the Eastmark Aquatic Complex Project is to review the project design for constructability, prepare and submit cost estimates, develop construction sequencing and an efficient construction schedule, create construction phasing plans, and develop the Guaranteed Maximum Price (GMP). Staff recommends selecting Sun Eagle Corporation as the CMAR for this project and awarding a pre-construction services contract in the amount of $136,295.00. This project is funded by 2024 Parks and Culture General Obligation (GO) Bond. 26-0751
  24. 4-c Red Mountain Aquatic Complex - Pre-Construction Services and Construction Manager at Risk (CMAR) (District 5) The scope of this services contract for the Red Mountain Aquatic Complex Project is to review the project design for constructability, prepare and submit cost estimates, develop construction sequencing and an efficient construction schedule, create construction phasing plans, and develop the Guaranteed Maximum Price (GMP). Staff recommends selecting Sun Eagle Corporation as the CMAR for this project and awarding a pre-construction services contract in the amount of $136,295.00. This project is funded by 2024 Parks and Culture General Obligation (GO) Bond. 26-0752
  25. 4-d Three-Year Term Contract with Two-Year Renewal Options for Wind Screens, Protective Netting & Batter’s Eye Repair & Replacement for the Parks, Recreation & Community Facilities Department (Single Response) (Citywide) This contract will provide the purchase, installation, and repair or replacement of wind screens, protective netting, and batter’s eye screens for the various City parks and sports fields maintained by the Aquatics and Parks Maintenance Division. Repair and replacement services include but are not limited to the repair and/or replacement of existing fabric covers, existing structural parts, screen fabrication, and installation of new fabric covers. This contract will ensure the windscreens remain both functional and visually well-maintained as they age or experience damage from storms or vandalism. A committee representing Parks, Recreation & Community Facilities Department and Procurement Services evaluated responses and recommend awarding the contract to the single, responsive, and responsible proposal from Chase Sports Specialist, LLC in an amount not to exceed $245,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. 26-0768
  26. 4-e Three-Year Term Contract with Two-Year Renewal Options for Helicopter Pilot Training Services for the Mesa Police Department (Single Response) (Citywide) This contract will provide helicopter pilot training services for initial pilot certification and additional ratings for existing pilots. The Mesa Police Department’s Air Support Unit provides critical airborne law enforcement services, including patrol support, and depends on a team of qualified pilots to maintain operational readiness. Training will be conducted by a Federal Aviation Administration (FAA) commercially certified regional flight school, providing high-quality instruction while maximizing program effectiveness, operational efficiency, and cost-effectiveness. A committee representing the Mesa Police Department and Procurement Services evaluated responses and recommend awarding the contract to the single, responsive, and responsible proposal from Jets to Helis, LLC dba Quantum Helicopters, in an amount not to exceed $164,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. 26-0769
  27. 4-f Dollar Limit Increase to the Term Contract for Off Site/On-Site Vehicle Washing Services for Citywide Departments (as requested by the Business Services Department) (Citywide) This contract provides a list of qualified vendors to perform off-site/on-site vehicle washing services for various types of City vehicles on an as-needed basis. The original award amount was based on anticipated usage at the time of award but actual usage has exceeded initial estimates due to departmental operational needs. The Business Services, Fleet, Mesa Fire and Medical, and Mesa Police Departments and Procurement Services recommend increasing the dollar limit with Cobblestone Opco, LLC (a Mesa business); Paragon Power Washing (a Mesa business); Twin Palms Investment, LLC (a Mesa business); and Yuyin Detail, LLC (a Mesa business) by $25,000, from $100,000 to a total combined amount not to exceed $125,000 annually. 26-0771
  28. 5 Take action on the following resolution:
  29. 5-a Setting the date and time for the public hearing on the continuation of the Mesa Town Center Improvement District No. 228 to be October 26, 2026, at 5:45 P.M. (District 4) On October 7th, 1985, the City established the Mesa Town Center Improvement District to provide enhanced municipal services for the Town Center. Approval on October 26, 2026 would continue the Mesa Town Center Improvement District for an additional five years. 26-0690

  36. 7-a Amending Sections 10-4-2 and 10-4-3 of the Mesa City Code to establish a continuous speed limit of 45 mph on Ellsworth Road from the north City limits to the south City limits by modifying the Ellsworth Road speed limit between Elliot Road and the south City limits from 50 mph to 45 mph, as recommended by the Transportation Advisory Board.
