Elliot Road: Eastern Maricopa Floodway to Ellsworth Road, Design-Bid-Build Contract (District 6) This project will improve the Elliot Road corridor from a two-way, two-lane rural roadway into a six-lane major arterial roadway with raised medians, curb/gutter, sidewalk, roadside retention basins, traffic signals, street lighting, and median landscaping. A storm drain pipe will be installed from Hawes Road to an outfall into the East Maricopa Floodway (EMF). Staff recommend awarding a contract to HEI Civil, in the amount of $17,143,737.55, and authorizing a change order allowance in the amount of $1,714,373.76 (10%), for a total authorized amount of $18,858,111.31. This project is funded by Local Street Sales Tax, of which 94.3% will be reimbursed by the federal grant under the STBG program.
