Police Department Headquarters Building Renovation, Construction Manager at Risk (CMAR), Guaranteed Maximum Price (GMP) No. 1 of 1 (District 4) The existing building is approximately 50 years old. It was constructed in 3 phases over a 20-year period starting in 1974. The building infrastructure is at end-of-life and needs to be replaced. This includes mechanical, electrical, plumbing, and life safety. Elevator refurbishment and backup power enhancement are also needed. The building configuration does not meet the needs of the department and is not conducive to a customer friendly environment. This renovation project will include a full removal and replacement of infrastructure and interior walls. The interior stairwells will be relocated to exterior positions and the current elevators will be refurbished, with the staff elevator extended to the fourth floor. Community space will be added to both the exterior and interior of the building. The lobby will be expanded, allowing for improved customer service and the ability to hold private conversations between residents and staff. Floor configurations will allow for synergies of divisions and access to employee support areas. The renovation of the holding facility and the in-custody court are included. This phase of the basement renovation will address safety and volume issues with better flow of detainees and staff through the space. Separate entrances and exits to both the holding area and the court area are included. Staff recommends awarding a contract to Willmeng Construction, Inc. in the amount of $53,450,000 (GMP), and authorizing a change order allowance in the amount of $2,672,500 (5%), for a total authorized amount of $56,122,500. This project is funded by 2022 Public Safety Bonds and Public Safety Sales Tax.
