COMPLIANCE PROCEDURES RELATING TO TAX-EXEMPT BONDS FOR EMRCFD RECOMMENDATION: ADOPT EMRCFD RES 14-092 ADOPTING ISSUANCE AND POST-ISSUANCE COMPLIANCE PROCEDURES RELATING TO TAX-EXEMPT BONDS FOR THE ESTRELLA MOUNTAIN RANCH COMMUNITY FACILITIES DISTRICT (CITY OF GOODYEAR, ARIZONA); AND PROVIDING FOR AN EFFECTIVE DATE. PURPOSE: The Estrella Mountain Ranch Community Facilities District (CFD) has issued tax-exempt bonds in the past and federal tax law encourages the District to develop written issuance and post-issuance compliance procedures related to the bonds.
