AMBULANCE SERVICE CERTIFICATE OF NECESSITY (CON) APPLICATION PROPOSED ACTION: Mayor and Council has directed staff to develop the Ambulance Service Certificate of Necessity application. Council will consider authorizing the submittal of the Ambulance Service Certificate of Necessity (CON) application to Arizona Bureau of Emergency Medical Service (BEMS).
