APPROVE A NON-POTABLE WATER USE AGREEMENT WITH NEWLAND COMMUNITIES RECOMMENDATION: Approve an agreement between the city of Goodyear and NNP Non-Potable Distribution Company, LLC, for the use of reclaimed and non-potable water in Estrella. PURPOSE: Approve an agreement that recognizes the role of Newland as the owner and operator of the non-potable water system, and the role of the city as a customer. Costs have been developed that cover the cost of service for the conveyance of effluent to Newland and the city’s use of non-potable water in Estrella. The city agrees to install water meters, as needed, to account for the city’s actual use. In the interim, the parties have agreed to a temporary rate based on comparable water usage.
