CITY OF GOODYEAR EMERGENCY OPERATIONS PLAN (2016 EDITION) RECOMMENDATION: ADOPT RESOLUTION NO. 16-1750 ADOPTING THE CITY OF GOODYEAR EMERGENCY OPERATIONS PLAN (2016 EDITION). PURPOSE: The purpose of this plan is to provide direction and guidance to city of Goodyear departments and supporting agencies. The all-hazards plan allows designated personnel in the city to respond to natural and man-made disasters in a deliberate way. This plan is in compliance with the National Incident Management System (NIMS) and allows our first responders and emergency operations center (EOC) personnel to work together under the Incident Command System (ICS).
