PUBLIC HEARING TO CONSIDER A USE PERMIT AMENDMENT FOR ESTRELLA FALLS FREEWAY PYLONS RECOMMENDATION: 1. Conduct a public hearing to consider amending the Use Permit for Estrella Falls to permit an additional freeway pylon sign with electronic message display. a. Open public hearing b. Approve a request to amend the Use Permit for Estrella Falls to permit an additional freeway pylon sign with electronic message display, subject to stipulations. PURPOSE: This application is requesting to amend the existing Use Permit approval for the Estrella Falls freeway pylon signs on Parcel 14 within the Goodyear Planned Regional Center Planned Area Development (PAD), generally located north of I-10 and west of Bullard Avenue. The amendment would vest the approval of the third freeway pylon sign prior to the commitment of five top-tier businesses for the regional mall, which was required by the original Use Permit approval. Staff finds that the request to construct the third freeway pylon sign will be compatible with the existing and planned land uses within the area and will not be a detriment to surrounding properties or persons. At their regular meeting of March 16, 2016, the Planning and Zoning Commission voted 6-1 to forward a recommendation of approval to the City Council. (Steve Careccia, Planner III)
