PUBLIC HEARING TO CONSIDER AMENDING RESOLUTION OF INTENTION FOR WEST GOODYEAR SPECIAL IMPROVEMENT PROJECT AREA TO ALLOW PARTIAL CONSTRUCTION OF REGIONAL WASTEWATER TRUNK LINES RECOMMENDATION: 1. Conduct a public hearing to consider adoption of a Resolution. a. Open public hearing b. Staff presentation c. Receive public comment d. Close public hearing 2. ADOPT RESOLUTION NO. 16-1748 AMENDING RESOLUTION OF INTENTION NO. 06-1065 AS AMENDED BY RESOLUTION NO. 14-1622 TO PROVIDE FOR REIMBURSEMENTS FOR REGIONAL WASTEWATER TRUNK LINE IMPROVEMENTS IDENTIFIED AS SPECIAL PUBLIC IMPROVEMENTS IN THE WEST GOODYEAR CENTRAL PLANNING AREA SPECIAL PUBLIC IMPROVEMENT PROJECT AREA WHEN ONLY PORTIONS OF THE WASTEWATER TRUNK LINE IMPROVEMENTS ARE CONSTRUCTED; AND ESTABLISHING AN EFFECTIVE DATE. PURPOSE: The cost recovery resolutions adopted for the West Goodyear Central Planning Area identified certain regional wastewater trunk lines to be constructed by private developers to serve this area. The cost of these wastewater lines would be recovered from the owners of the properties who benefitted from these improvements when they develop their properties. The current resolutions require construction of the entire line in order to be eligible for reimbursement. The proposed resolution would allow construction of a portion of a line in accordance with a phasing plan to encourage development in this area. It also provides for the maximum reimbursement amounts to be allocated to the line segments on a lineal foot basis. (Joe Schmitz, Long Range Planner)
