PRELIMINARY PLAT FOR COTTON LANE COMMERCE PARK RECOMMENDATION: Approve a request for a preliminary plat for Cotton Lane Commerce Park, subdividing 156 acres into 5 industrial lots located on the west side of Cotton Lane, north of the Union Pacific Railroad and MC-85, within the El Cidro Planned Area Development (PAD), subject to stipulations. PURPOSE: The applicant, Cohen Assets Management, represented by Hunter Engineering, is requesting approval of a preliminary plat for Cotton Lane Commerce Park which contains 156 acres and will be subdivided into five industrial lots. Pursuant to the El Cidro Planned Area Development zoning for the property, the lots, which range in size from 12.10 acres to 50.31 acres, may be developed with general industrial uses permitted by the City’s I-2 General Industrial Park zoning district. The lots will be accessed off of two (2) new public cul-de-sacs extending west from Cotton Lane to the interior of the commerce park. Staff finds that the preliminary plat is consistent with the land use, zoning standards, and technical requirements of the City’s Subdivision Regulations. At its meeting held on November 19, 2014, the Planning and Zoning Commission voted (6-0) to forward a recommendation of approval to the City Council. (Karen Craver, Planner III)
