FOREIGN TRADE ZONE POLICY RECOMMENDATION: ADOPT RESOLUTION NO. 14-1687 APPROVING FOREIGN TRADE ZONE POLICY OF THE CITY OF GOODYEAR DATED DECEMBER 15, 2014; AUTHORIZING AND DIRECTING ADMINISTRATIVE APPROVAL OF APPLICATIONS FOR INCLUSION WITHIN FTZ NO. 277 WESTERN MARICOPA OF USER DRIVEN SITES FOR SPEC BUILDINGS THAT MEET THE REQUIREMENTS OF THE SPEC BUILDING POLICY FOR USER DRIVEN SITES DECEMBER 15, 2014; PROVIDING AUTHORIZATION AND DIRECTION TO TAKE ACTIONS AND EXECUTE DOCUMENTS NECESSARY TO CARRY OUT INTENT OF THE RESOLUTION; PROVIDING FOR APPLICATION TO FUTURE APPLICATIONS; AND PROVIDING FOR AN EFFECTIVE DATE. PURPOSE: At the June 9th and November 17th City Council work sessions, the council provided direction to staff to develop SPEC Building and Manufacturing Industry Policy that enhances the City’s Foreign Trade Zone Tax Policy to encourage the near-term installation of infrastructure and construction and occupation of speculative industrial buildings. Staff has developed a revised Foreign Trade Zone Policy that includes a Spec Building Policy for User Driven Sites and is presenting it for formal approval.
