AMENDMENT TO THE PEBBLE CREEK VILLAGE MARKETPLACE FINAL PLANNED AREA DEVELOPMENT RECOMMENDATION: 1. Conduct a public hearing to consider an amendment to the Pebble Creek Village Marketplace Final PAD to revise the PAD development plan, design criteria, and standards for the addition of a large grocery user (Winco Foods) and to change the name to Pebble Creek Marketplace on 25 acres at the southwest corner of McDowell Road and PebbleCreek Parkway. a. ADOPT ORDINANCE NO. 14-1314 AMENDING THE PEBBLE CREEK VILLAGE MARKETPLACE FINAL PLANNED AREA DEVELOPMENT (PAD) TO REVISE THE PAD DEVELOPMENT PLAN, DESIGN CRITERIA AND STANDARDS FOR THE ADDITION OF A LARGE GROCERY USER AND TO CHANGE THE DEVELOPMENT NAME TO PEBBLE CREEK MARKETPLACE ON 25 ACRES LOCATED AT THE SOUTHWEST CORNER OF MCDOWELL ROAD AND PEBBLECREEK PARKWAY; AMENDING THE ZONING MAP OF THE CITY OF GOODYEAR; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. PURPOSE: This request is for an amendment to the existing Pebble Creek Village Marketplace Final PAD for the addition of a large grocery user (Winco Foods). The proposed PAD Amendment will change the name of the development to Pebble Creek Marketplace and replace five junior anchors with a Winco Foods store, which will require several changes to the existing PAD. Staff finds the proposed PAD Amendment is consistent with the Regional Commercial land use designated for the subject property by the General Plan as this land use is intended for the type of commercial development permitted with the proposed PAD Amendment. Staff further finds that the proposed PAD Amendment will not adversely impact the surrounding area as the majority of the surrounding area is developed with existing commercial uses or is intended for future commercial development. At a public hearing held on October 15, 2014, the Planning and Zoning Commission unanimously voted (7-0) to forward a recommendation of approval to the City Council. (Joe Schmitz, Planning Manager)
