FOR REIMBURSEMENT OF CERTAIN PUBLIC INFRASTRUCTURE RECOMMENDATION: ADOPT RESOLUTION 14-1670 APPROVING A SECOND AMENDMENT TO THE DEVELOPMENT AGREEMENT WITH WESTCOR/GOODYEAR, L.L.C., AN ARIZONA LIMITED LIABILITY COMPANY, FOR THE COMMERCIAL DEVELOPMENT ON APPROXIMATELY 341 ACRES AS PART OF A REGIONAL SHOPPING CENTER TO BE KNOWN AS ESTRELLA FALLS, GENERALLY LOCATED BETWEEN PEBBLECREEK PARKWAY AND BULLARD AVENUE, AND BETWEEN VIRGINIA AVENUE AND INTERSTATE 10 WITHIN THE CITY OF GOODYEAR; AND PROVIDING FOR AN EFFECTIVE DATE. PURPOSE: The Second Amendment to the Development Agreement with Westcor outlines components of regional mall development that will proceed and be completed in order to extend the time frame for completion of the minimum improvements defined in the original agreement.
